In this paper, we explore the process of legalization of“ Kolkhoz market” in the early 1930s’ Soviet Union. Under the food ration system, food supply for urban workers had worsened, and some workers even held large demonstration against the Stalin regime. Then, in May 1932, Politburo decided to legalize the free market by collective farms (Kolkhoz) and collective farmers (Kolkhozniki), which we call “Kolkhoz market”. Later, the policy change by Stalin administration starting from the legalization of Kolkhoz market was called “Neo-NEP”. Soviet collective farmers were severely repressed by the Stalin administration, and after the legalization of Kolkhoz market, some economic benefits were gained by the farmers, but it was not essential one.
