Nara prefecture has introduced in June 2005 a crime prevention measures using blue security lighting, which was the first approach in the nation that focused on color effects. This report describes how blue security lighting was introduced, the state of progress of the exercise, and effects of installation in relation to compound security measures.

自然採光は電気による人工照明のない時代には,建物を建てる際に最も重要視されていました.そのような時代には日の出とともに起き,太陽が沈むとともに寝る,自然な光の下での生活が基本であり,建物の中での生活についても自然光を導入することが当たり前でした.戦後,効率が高く,長寿命,低発熱の蛍光灯が量産されるようになった結果,オフィスビルなどの規模の大きな建物では,人工照明が主体となり,自然採光への配慮があまりされなくなりました.しかし近年の地球温暖化,化石燃料の枯渇といった地球規模のエネルギー問題がクローズアップされた結果,自然エネルギー利用に対する社会的期待が高まってきました.一方,かつてのオイルショック時の,我慢をする省エネルギーはもはや受け入れられない状況であることは,いうまでもありません.これからの省エネルギーは,環境レベル(ユーザーの作業環境)を維持しつつ,積極的に自然エネルギーを享受することで,結果的に無駄のないエネルギー利用が可能となるような,ユーザーに受け入れられるものであることが必要不可欠になってきました.ここでは,積極的に自然採光を行うための,基本的な考え方をまとめてみたいと思います.

Lighting design is generally discussed from an aesthetic standpoint, or represented with ambiguous terms (e.g. adjectives describing a general atmosphere). However, individual elements of light -intensity, height, color etc. -control the minds of people and directly influence their behaviors. This paper discusses various light designs motivating diverse human behaviors, with a focus on concrete instances. An important factor in evaluating the effects of lighting should be what kind of behaviors the light is designed to encourage or prevent.
