日本は世界有数の地震国であり, これまでたびたび大震災を経験してきた. 先進国の中で国全体が活発な地震帯の中にある国は日本だけである. 従って, いかにして地震災害を軽減するかという問題は, とりわけ我が国において重要な問題であり, その対策の一つとして, 地震予知計画が30年前にナショナルプロジェクトとしてスタートし, 今日に至っている.その間, 国内・国外において地震予知の可能性について, ある時には極端な楽観論が台頭し, ある時には悲観論が主張され, 今日なお地震予知の可能性についての対立した議論が続いている. 極端な悲観論も楽観論も適当でない.一昨年の阪神大震災はここ50年の間では際立って大きい災害をもたらした. この地震は, 予知されずに突発的に起こったが, 地震発生後収集された前兆現象をまとめて見ても, 微弱であり, 予知が困難なケースであった.最後に, 1978年に制定された大規模地震対策特別措置法 (大震法) によって, 予知できることを前提とした東海地震対策が進められているが, その重大な問題点を指摘し, その早急な再検討が必要である.

In agriculture, particularly wet rice cultivation, light pollution caused by exterior illumination at night interferes with dark periods and results in delayed flowering (heading). However, we found that by selecting the wavelength of light sources to which rice is exposed and controlling the luminescence, it is possible to bring the time of heading closer to that of a control plot (total darkness). In this study, visibility of artificial illumination using mixed LED (blue, green, yellow-green) was evaluated by comparing it with green LED and white LED illumination. We evaluated five items in this experiment: pedestrian behavior, facial recognition, color recognition, peripheral visual field, and impression. We found that the evaluation for ‘color recognition’ and ‘impression’ were lower for mixed LED than for white LED illumination. Therefore, it is suggested that mixed LED illumination needs to improve in these items.

A hotel founded in 1880s in a famous hot-spring area underwent a renovation of some guest rooms, corridors, big baths, and exterior after the Great East Japan Earthquake. Our tasks included: to build a comprehensive lighting design that makes the hotel unique and competitive; to design an extraordinary atmosphere in the rooms and stairs; to create gorgeous night view. Our lighting design concept was "The allure of Japan" All interior light sources are high color-rendering LEDs. The hotel's main feature is the beautiful waterfall and the garden stage view from the lobby and guest rooms. We created dramatic scenery throughout the garden. Preset one week lighting control system enabled easy operation and energy saving.

The 2011 winter illumination event of this garden park is themed on the four seasons of Japan. Wishing recovery from The Tohoku Earthquake, we created the landscapes surrounding the famous cherry tree in the region, using lights.

Many studies on the effects of LED on living organisms have been performed recently thanks to the ease and precision with which the power and wavelength of the LED can be regulated. To investigate the effects of LED irradiation on Drosophila activity, we monitored the locomotive activity of Drosophila for six days continuously. The data showed that wild-type flies behave similarly under fluorescent light, incandescent bulb, and white LED irradiation, which is equivalent to the intensity of an incandescent bulb. We next investigated the effects of red, blue, and yellow-green LED irradiation under same intensity as white LED on the locomotive activity of a wild-type fly and a Drosophila model of autism spectrum disorder (ASD). The results showed that the amount of locomotive activity in the wild-type flies with red LED irradiation was significantly increased throughout the day (excluding morning peaks) while that with blue LED irradiation was decreased in evening peaks and at nighttime. Yellow-green LED irradiation increased the locomotive activity during the midday siesta but decreased the activity of the morning and evening peaks.It is known that the rugose (rg) mutant, the Drosophila homolog of human Neurobeachin, shows locomotive hyperactivity. In our study, the red LED irradiation did not affect the locomotive activity of the rg mutant at all. Taken together with the effects of red LED irradiation to the wild-type, it seems that red LED irradiation enhances the neural circuit to positively regulate the locomotive activity, and rg functions in the neuronal cells by negatively regulating the neural circuit enhanced by red LED irradiation. Thus, the neuronal cells expressing the rg gene appear to play an important role for the regulation of activity during the midday siesta and while sleeping at night. In contrast, irradiation with yellow-green and blue LED to the rg mutant had similar effects to those of the wild-type. This demonstrates that irradiation with yellow-green and blue LED negatively regulates the locomotive activity through the neural circuit not related to rg, or downstream of the neural circuit actively regulated by red LED irradiation.

The Division of Illumination Promotion took over the lighting promotion activities previously conducted by the Illumination Promoting Division of the IEIJ. Its main responsibilities are presenting the Lighting Promotion Award, carrying out joint events for "Akari No Hi (Day of Illumination)" and issuing of various publications such as the "New Lighting Classroom Series". In the future, in addition to coordination with branches, we want to consider activities connected with other divisions and sub-committees.

In the saury fishing, incandescent lamps are usually used for a fishing light. However, there are problems of the conventional fishing lights using incandescent lamps . First, electric power consumption is large. And the incandescent lamps are very inefficient, because much infrared light is included. Furthermore, life time is short and there is a problem of a lot of heat generation. Therefore, we attempted the development of highly efficient fishing lights using LEDs for saury fishing. We designed the combination of various LEDs for a fishing light, based on the spectral luminous efficacy of a Pacific saury. We performed the saury-fishing experiments by using the LED fishing lights, and comparable catch of Pacific saury was achieved by approximately 55% electric power by using both LED poles and incandescent lamp poles. Moreover, we attempted the development of LED fishing lights for squid, and it was found that comparable catch was achieved by lower electric power than that of conventional fishing lights.
