政府のe-JAPAN重点計画では、2003年度中に電子政府の基盤を構築するとの予定が示されている。しかしながら電子政府・電子自治体から取り残されかねないデジタルディバイドの下位層に対してどのような対応をとるべきかという点について、政府は明確な方策を打ち出してはいない。本報告では、我々が熊本市で一般市民を対象として行った面接調査の結果を示すとともに、地方におけるデジタルディバイドの実態について述べる。この報告を基にすることで、単なるハードインフラの整備を越えたレベルで、デジタルディバイドの下位層に対するより効果的な政策立案が可能となると考えられる。Japanese Government has announced that they will lay the foundation of 'Electronic-Government' (e-Government) in the 2003 financial year in their report on e-JAPAN Plan. However, the report does not provide a clear strategy to address the lower layers of the digital divide. The lower layers of the digital divide encompass for example, users who may not receive any benefit from e-Government and local e-Government. In this paper, we will discuss the results of interviews conducted with the general residents in Kumamoto city. We also illustrate the current situation of the digital divide in the local area.The aim of this report is to contribute to efficient government policy making to address on the lower layers of the digital divide users that includes development of infrastructure for this plan.
