犯罪の増加傾向が目立つようになり、「安全安心まちづくり」に対する行政や住民の関心が高まってきた。特に、情報通信技術(ICT)を用いた防犯システムなどに興味が集まるようになった。大阪府は、ひったくりの件数が29年連続で日本一になるなど、防犯に力を入れざるを得ない状況にある。その中で、ICTを活用した「安全安心まちづくり」を目指して動き出し、それに関する研究会、協議会を設立したりしている。同研究会でまとめた資料に登場する16のICTによる防犯関連システムを、5つに分類することができる。こうしたシステムを分析すると、地域向け社会システムをどう構築するのか、構築や運営における主導役を誰が果たすのか--といった「地域ガバナンス」とでも呼ぶべき課題の状況に変化が生じていることがわかる。ウェブ、電子メール、携帯電話といった新しいICTの普及が、社会構造の変化をもたらしている。こうした問題、また、監視社会化への懸念といった問題は、いろいろな主体が胸襟を開いて語り合うことでしか解決できないと思われる。A criminal upward tendency has come to be conspicuous. Then, the concern of administration and residents about "development of secure and peaceful community" has increased. Especially, interest came to gather for the crime prevention system using ICT (Information and Communication Technology). Since the number of cases of snatching in the area became No.1 of Japan for 29 consecutive years, Osaka-fu is in the situation that she must put the power into crime prevention. Osaka-fu began to move aiming at "development of secure and peaceful community" which utilizing ICT. Osaka-fu organized the study group and the council about it. The 16 crime prevention related systems which appears in the document edited by this study group can be classified into five. If we analyze such systems, we can understand that change has arisen in the situation of the subject of "local governance". It relates on the subjects such as "how the social system for areas is built?" or "who plays the role of initiative in construction or management of the system?". The new spread of ICT(s), such as a web, an E-mail, and a cellular phone, has brought about change of social structure. Such a problem and the problem of the concern to surveillance socialization should be unsolvable unless various stake-holders only open the heart of and discuss together.
