政府は、2003年度中に電子政府の基盤を構築するとのタイムスケジュールで各種政策を進めている。しかしながら、電子政府から置き去りにされるデジタルディバイドの下位層に対してどのような対策をとるべきかという点について、政府は明確な方策を打ち出してはいない。本報告では、コンピューターに対して疎遠な生活を送ってきた一般市民に対して、面接調査を用いたコンピューターアクセシビリティの実験を行った結果を報告する。この調査は、単なるアンケート式の統計調査ではなく、現実に被験者に対して多くの操作を要求しているところに特徴がある。この報告を下敷きにすることで、より効果的なデジタルディバイドへの対応が可能になると考えられる。Aiming at building a base for electronic government by the end of the fiscal year of 2003, Japanese government has been promoting various policies. It has not, however, shown clear policies toward those who are in the low rank layer of Digital Divide. They do not seem to have an easy access to the efficiencies of electronic government. In this study, we interviewed those people in Kumamoto city who do not use computers frequently and investigated their computer accessibility. We observed interviewees' actual handling of computers, which is a distinctive feature of this study. We propose the government can deal with the Digital Divide more efficiently based on this study.
