災害時に避難所に避難する人達は、生活に必要な物資を持っていないことが多く、救援物資が重要となる。しかし従来の救援物資受け入れ体制は、必要なものを必要なときに必要な数量だけ受け取れるものではなく、受身であったため、すでに必要でない物資が届いたり、不足や過剰などの問題が存在した。そこで我々は、救援物資の配給を行う都道府県の担当者が使用して、過去の避難所での実績データに基づいて、どの程度の規模や特徴の避難所であれば、いつ頃にどのような物資がどの程度必要になるかを推定し、その情報を Web に掲載することで、タイムリーに必要な数量の物資の確保を支援するシステムを提案する。データとして、都市型地震の典型としての阪神淡路大震災と、中山間地地震としての新潟県中越地震を事例ベース化した。また、必要とされながらも実際には配給されなかった物資については、別途データベース化して利用できるようにした。福岡県西方沖地震を対象とした検証実験により、有効性を確認した。Refugees who evacuate to the shelters usually do not bring their daily essentials with them, and relief supplies are essential for them. A conventional acceptance mechanism, however, has been passive and it is difficult to timely acquire the needed volume of what are needed. What are not needed is sometimes sent. Our approach to meet this situation is to predict what are needed in a certain period of evacuation lives based on the case base which stored actual data of what kind of necessaries were required or delivered in the actual evacuation cases: the great Hanshin Awaji earthquake as an example of an urban-type disaster and the Niigata Chuetsu earthquake as an example of a disaster in an intermediate and mountainous area. This framework is implemented on the PC as a web-based application. When a new shelter starts, the system refers to the case-base and retrieves a most similar shelter case based on the type (urban or mountain), composition of population, season, and so on. The system provides what kind of materials are to be required next week on the web based on the retrieved case. We validate the efficiency of the approach by applying the system to an actual earthquake example, the western Fukuoka earthquake. The system proposed necessaries which were not delivered but were strongly required as well as actually delivered materials.
