According to the concept of World Englishes, Japanese English has been admitted as one of the English varieties. However, it seems that Japanese people in general still do not have enough confidence in their English to determine by themselves whether the English is correct or not. Kachuru asks who is "the judge for determining intelligibility in various varieties of English -the users of the varieties themselves, or the idealized native speakers" (1992, p.65). It is important who judges Japanese English. The purpose of this paper is to find whether the intelligibility of Japanese English depends on who judges it or not, and what is the criterion of judging it. For this purpose, various English speakers judged the intelligibility of erroneous English written by Japanese university students. The result was that Japanese were stricter than other English speakers regarding grammatically incorrect Japanese English.
