According to the concept of World Englishes, Japanese English has been admitted as one of the English varieties. However, it seems that Japanese people in general still do not have enough confidence in their English to determine by themselves whether the English is correct or not. Kachuru asks who is "the judge for determining intelligibility in various varieties of English -the users of the varieties themselves, or the idealized native speakers" (1992, p.65). It is important who judges Japanese English. The purpose of this paper is to find whether the intelligibility of Japanese English depends on who judges it or not, and what is the criterion of judging it. For this purpose, various English speakers judged the intelligibility of erroneous English written by Japanese university students. The result was that Japanese were stricter than other English speakers regarding grammatically incorrect Japanese English.

本研究では、大学における国際英語論に基づく英語指導のための評価項目を設定し、それを踏まえた教育活動の実践をめざす一方、アウターサークル地域への短期留学前後の大学生を対象に日本人に適した「内的基準に基づく英語到達目標」を提示し、併せて国際コミュニケーションにおけるaffective competenceの重要性などの指導をおこなった。学生へのアンケート調査から、留学後「日本人英語への肯定的認識の向上」や「日本人英語教師による授業への志向性」等の高まりが見られることが判明した他、国際英語論の学習により「第二言語不安」が軽減し、英語を用いた国際発信力の強化という点で有意な教育効果をもちうることが判明した。
