今年度の「全国学力・学習状況調査」結果がマスメディアを通して公表されたのは本稿提出の直前,8月27日のことである。時間的制約があるため包括的な検証を終えることはできなかったが,上記調査結果の国民に共有される認識については本稿に関わる重要な示唆を得ることができる結果が明らかにされたと考える。 「全国学力・学習状況調査」の目的は,まず「国が全国的な義務教育の機会均等とその水準の維持向上の観点から各地域における児童生徒の学力や学習状況をきめ細かく把握・分析することにより,教育及び教育施策の成果と課題を検証し,その改善を図る」ことであり,各地域にあっては「各教育委員会,学校等が全国的な状況との関係において自らの教育及び教育施策の成果と課題を把握し,その改善を図るとともに,そのような取組を通じて,教育に関する継続的な検証改善サイクルを確立する」ためのものである。それゆえに調査結果は「各学校が各児童生徒の学力や学習状況を把握し,児童生徒への教育指導や学習状 況の改善等に役立てる」ために用いられるべきものである。調査に対して異論がないわけではないが,少なくともこの目的を実現するための調査は必要なものであると筆者は把握している。また,平成20年度の実施状況を踏まえた専門家会議2)でも,調査の実施の改善や調査の主旨の徹底が改めて確認されている。 昨今の社会的風潮は第三者に客観的に了解可能で且つ比較対照がしやすい数量的評価が望ましいものとされ,明確な数値を示すことのできない評価に対して「抽象的」もしくは「包括的」であって具体的示唆を得られないという批判が向けられることが多くなっている。その風潮の中にあって,公表された数値はまさに世間の求める数値であったのかも知れない。しかし,世間に示された数値はその数値のみが取り上げられ,その数値を導くに至った諸要因との関連が考察されるところまでに至ってはいない。 学習の成果を評価すること,そしてそれを数量化したデータとして示すことそのものに筆者は異論をはさむわけではない。しかし,データを利用する(その利用には「解釈」を含む)際に,望ましい扱われ方がなされない場合,データの意味を曲解したり,データから読み取るべき重要な観点や要素がないがしろにされてしまう恐れは常につきまとっている。The suggestion that is the pivot about theme of this report is shown to a "national scholastic ability / learning situation investigation" result announced on August 27 this year. Ministry of Education, Culture, Sports, Science and Technology shows an intention of "the national scholastic ability / learning situation investigation" as follows. Purpose of the investigation ○Education and result and the problem of the education measure are inspected from the viewpoint of equality of opportunity of nationwide compulsory education and maintenance improvement of the standard by detailed grasp / analysis of scholastic ability and the learning situation of the child student in each area, and the improvement being planned. ○A continuous inspection improvement cycle about the education being established by each Board of Education and school grasp education and result and the problem of the education measure in relations with the nationwide situation, and a project doing improvement.○Each school grasps scholastic ability and the learning situation of each child student and makes use for the education guidance to a child student or improvement of the learning situation. The investigation enforcement subject is limited to national language and arithmetic / mathematics, but stand by "knowledge" and a question about the side of "the practical application" in they subject, and it is investigation to be intended that is main in analyzing habit and learning environment and Seki relations with the scholastic ability by inventory survey. This paper is written in a situation affirming Clause 1 of the investigation purpose mentioned above. But it is always fraught with danger the event leaves the will of the proposer and enforcement subject like every social phenomenon being so, and to go out alone. Unfortunately "the national scholastic ability / learning situation investigation was no exception, too". "Only numerical value" calculated in investigation attracts interest between the world, and it is done quotation unlike the figure of Ministry of Education, Culture, Sports, Science and Technology, and it is the fact that it cannot deny to have invited a result public, to recognize "the order" of the place that Ministry of Education, Culture, Sports, Science and Technology denies. It is assumed that the numerical evaluation that the third person can understand is better, and the social trend of these days comes to tend criticism to be turned for the evaluation that cannot show a clear value. In the inside of the wind, the announced numerical value may have been right the numerical value that the world found. However, as for the numerical value shown to the world, only the numerical value is taken up, and connection with the many pivot that came to lead the numerical value does not reach it by a considered place. The pupose in this paper is to try the consideration of the situation by digital and a concept to be analog. The rating system that stood on the premise that there are the many factors that a digital evaluation has difficulty with and the many factors that an analogous evaluation has difficulty with must be developed.
