情報処理学会人文科学とコンピュータ研究会において「デジタルアーカイブ」が重要な研究テーマのひとつにとりあげられるようになって久しい.デジタル技術の発達は目覚しく,「ボーンデジタル」な資料(他の媒体上で作られた資料のデジタルコピーでない,最初からデジタルデータとして作られた資料)の急速な台頭や,「Google≒デジタルアーカイブ」という視点の登場など,早くからアーカイブズとデジタル技術の問題に強い関心を寄せていた当研究会としては,この潮流を正確に把握して,デジタルアーカイブ研究をどの方向に発展させていくべきかについて,よく学ぶ必要がある.われわれは,アーカイブズの専門家を招いて,アーカイブズとデジタル技術にまつわる最新の状況と課題について理解を深めることを目的とする「アーカイブズ小特集」を全2回の予定で開催することとした.本稿は,その第1回として,国立公文書館の牟田昌平氏を招いて実施する,公文書のデジタルアーカイビングの現状と未来を探るパネル討論についての予稿である.

Studying the current state and the future of digital archiving of various kinds of materials is very interesting and important task for our SIG. Two panel discussions of this problem are planned. Some archivists will be invited as panelists of the discussion. This panel discussion discusses the problem of digital archiving of the government documents. We will know the latest, correct information about relationship between "true archives" and digital technology by the discussion.

本稿は,アーカイブズの専門家を招いて,アーカイブズとデジタル技術にまつわる最新の状況と課題について理解を深めることを目的とするアーカイブズ小特集 「アーカイブズとデジタル技術の未来を考える」 (全 2 回)における第 2 回パネル討論 「アーカイブズの概念とデジタルアーカイブ」 についての予稿である.アーカイブズの理論的な存在根拠である 「永久保存」 の概念を正しく理解し,アーカイブズとしてのデジタルアーカイブの確立のための必要要件を知ることが今回の目的である.This is a preliminary report of the 2nd panel discussion titled "How will digital archives develop in the future?" In this discussion, we try to study and understand the concept of permanent (archival) value of data on the archives. It is essential ability for future digital archivists to construct "true" digital archives.

「デジタルアーカイブ」 が一定ていど普及してきた一方で,本来のアーカイブ(ズ)は,まだひろく理解されたとはいいがたい.本来のアーカイブ(ズ)の中心となる概念は,「永久保存」にある.しかし,デジタルアーカイブを標榜する存在のなかに「永久保存」性は,ほとんど見出すことはできない.小稿では,デジタルアーカイブのなかに永久保存の概念を見出すことは,そもそも可能かどうか,本来のアーカイブ(ズ)のもつ基本事項を検討していくことで,議論を進めていく.それにより,つぎの結論が暫定的に導かれると予想する: 現前するデジタルアーカイブに永久保存を期待することはできないものの,デジタルアーカイブのもととなるアーカイブズの実体の永久保存 (または長期保存) を担保する配慮を組み込むことが,デジタルアーカイブへの永久保存の概念の導入となりえる.In Japan, "Digital Archive" has already spread, but it has been difficult to understand "original" archives universally as yet. The core of the concept of "original" archives lies in "permanent retention" of archival holdings. The elements of "permanent retention" can hardly be found in those "Digital Archive". This paper examines whether or not the concept of "permanent retention" can be found in "Digital Archive" by reviewing basic matters of "original" archives. As a result, it is expected that the following conclusion should be drawn provisionally: "Digital Archive" does not have the concept of "permanent retention", but it is possible to subsume "Digital Archive" under the activities of "original" archives. Thus, "Digital Archive" will be able to implement the concept of "permanent retention".
