公民の分解もすすみ、律令的な土地制度も負担体系も根本的に動揺していたにも拘らず、とにかく九世紀を通じて、まがりなりにも律令政治が展開しえたことは事実である。それが基本的には律令的支配階級にとってかわるべき階級的勢力の未熟さによっていたこともまた周知のことである。だが直接政治の局面について考えると、それは当時、国家によって "良吏" として把握された官人-とくに国司-逹を分析することによって理解できるようである。彼ら "良吏" はまぎれもない律令官人でありながら、従来にはみられない現実性をもっている。本稿ではそれを論証するために、六国史の史料性を検討することからはじめ、その登場の要因等を考察し、その歴史的性格にまで論及したつもりである。本稿でその分析の中核として、わざわざ数的には例外とも考えられそうな "良吏" に注目したのは、従来のように彼らを例外としてのみ理解することによっては、この律令政治の多様な可能性を含む崩壊過程を正しく把握できないと考えたからに外ならない。 まだ九世紀には "良吏" のもとで公民の大多数が基本的には国家に対抗するよりも依存する動きを示さざるをえなかったことが、この政治の一応の成功の原因であったし、それが次に律令国家を変形させた古代国家としての摂関政治体制の出現を保障する一つの前提的役割を果したと考えられるのである。In spite of the dissolving public 公民 and the tumultuous landholding and tax-bearing systems, it is the fact that Ritsuryo 律令 government could develop at any rate; and it is also established that the fact was substantially due to the immaturity of the class power to take the place of the ruling class in Ritsuryo government. A study on the aspect of direct governing enables us to understand it by analysing the then officials……especially Kokushi 国司……taken for "Ryori" 良吏 by the state. They, "Ryori", had, in spite of the very officials of Ritsuryo government, the reality that had never been seen before. To demonstrate it, this article, starting from the judgement of the importance of Rikkokushi 六国史 as a source book, traces to its cause of entrance on the stage and is to reach for its historical character. The opinion that the dissolving process of Ritsuryo government with verious possibility cannot be properly understood by the traditional treatment of "Ryori" only as a exceptional case is the reason why "Ryori" was taken as a subject for consideration. The fact that most of the public 公民 under the "Ryori" in the nineth century still had substantial trend for the movement depending on the state rather than against the state caused a temporary success of this government, and in turn played an assuming part to secure the establishment of the Sekkan 摂関 political system as an ancient state which transformed the Ritsuryo state.
