株主総会における議決権行使は,各株主が所有株式数に比例した投票権を持つことから,1人で複数投票可能な投票とみなすことができる.しかし,現状では,郵送等によって行使されるため電子化は進んでおらず,セキュリティが確保されているとも言いがたい.我々は,株主総会の電子化を検討しているが,このためには議決権行使の電子化は不可欠である.本稿では,1人で複数投票可能であるという条件に注目し,それによる問題点等を分析する.更に,電子議決権行使に対応できる1人複数投票可能な電子投票プロトコルを提案し,その評価を行う.Since any stockholder has ballots the number of which is proportional to his amount of stocks, the voting procedure in the annual stockholder's meeting can be seen as a modification of usual voting in democratic meetings. However the computerization of the procedures in stockholder's meetings and its security technologies have not been developed enough. We have studied the computerization in stockholder's meetings, in which the proposal of electronic decision systems at stockholder's meetings is one of our main purposes. In this paper, we focus on the property that one stockholder can vote several ballots in a stockholder's meeting, and consider related issues. Moreover we propose electronic voting schemes for stockholder's meetings through which that property holds, and clarify their benefits.

The Sino-Singapore Tianjin Eco-City (Tianjin Eco-city), located in the Binhai New Area in Tianjin City, China, is an industrial cluster actively promoted under the government's initiative. In the Tianjin Eco-city, multiple strategic programs have been actively promoted through collaboration of industry, government, and academia, ranging from a polysilicon production plant built jointly with Singaporean companies, to the big six business-inviting projects, including a research and development complex on solar energy by the Himin Solar Energy Group, a science and technology park by the Ascend as Group from Singapore, the digital media industry park, and the national integrated model district for animation industry. Japanese companies have also engaged in large-scale industrial cluster strategies there, as represented by their designation as advisors for construction projects. This article describes the present conditions and challenges of the Tianjin Eco-city as an industrial cluster strategy, based on my field surveys.

A national animation industrial base has been installed in Hangzhou national, new high technological development district of Hangzhou City in China and Chechiang province that is the conserve capital. An industrial garden is animation, cartoons, and promotes the digital contents industry that centers on the game. Moreover, it is a region where promotion and industrial-government-academic cooperation etc. of the personnel training that relates to the digital contents industry are positively done. Hangzhou in Zhejiang province is a region that a lot of universities and the enterprises, etc. in eminent China accumulated for the digital contents industry. This region is a typical industrial cluster in China that was highly overcrowded of intellectual energy. In this thesis, the digital contents industry in Hangzhou that is one of the industrial clusters in China is considered based on author site investigation.
