The International Music Council (IMC) in cooperation with UNESCO established 1977 "TheInternational Music Day" as music festival for the understanding each other and the peaceful prosperityof the human races making "the link of hearts which ties up the people in the world by music" itsmotto. In our country we are still more concerned with the art and culture as an amusement and comfortfor the life. With thisd omestic and foreign situation for the background the Agency for CulturalAffair established in November 1994 "The law for the promotion of the music education" inorder togo ahead in "The promotion of art" especially "The promotion of regional music culture" organizingthe institutions and facilities which the Agency is managing systematically. II Concerto dei Giovani(The Concert of Youth") was organized 1974 on purpose to introduce and foster the new talents inAsahikawa and has performed periodically in many regions as well as schools. In Heisei - 12it performed for the first time under the subtheme "Japanese Words, Japanese Melody" as a link in thechain of 47 events of "The International Music Day". They outh that are rather familiar with the occidental music participated in this concert intending to break new ground of "I above all" as Japan inAsia.「国際音楽の日・10月1日」は、ユネスコと協議・共同関係にある国際音楽評議会(非政府組織・IMC)が、1977年に「世界中の人々と音楽でつなぐ心の輪」をモットーとして、民族の相互理解と平和共存を願う音楽の祭典にしようと制定された。また、わが国では、近年、心の豊かさを求める国民の意識が高まるなかで、人生に愉しみと潤いをもたらすものとして、芸術や文化に対する関心がますます高まっている。こうした国内外の気運を背景として、文化庁では、「芸術文化の振興」の中でも、とりわけ『地域の音楽文化の振興』に力を入れようと、1994年11月に「音楽振興法Jを制定し、施設や機関を整え、組織立てて運営を進めている。IlConcerto dei Giovani (イルコンチェルトデイジョーバニ 若者の音楽会)は、1974年に、旭川市の新人紹介・育成のための演奏団体として設立し、今日まで定期公演・地方公演・学校公演を継続してきた。このたび、全国47ヶ所で行われた文化庁の平成12年度「国際音楽の日」記念事業の一環として、初めて「日本の言葉、日本のメロディ」という副タイトルを付け、公演を開催した。これまで、どちらかといえば、西洋音楽に親しんできた若者たちであったが、アジアの中の日本として、独自の新しい境地を開発したいという気持ちで臨んだ音楽会であった。

『音楽の街』と呼ばれる北海道・旭川市において、1979年の冬から1996年にいたる18年間にわたり、雪の季節にこだわって開催された音楽会『ネージュ・コンセール(雪のコンサート)』の発足とその主旨、さらにシステム・運営方法(マネジメント)に関して分析する。当会は、冬の旭川市において、中央の優れた専門家(作曲家・ピアニスト・声楽家)と地域住民(音楽家・音楽愛好家・一般市民)が一体となり、一連の音楽会・レッスン・公開講座等を企画してきた。その音楽共同体の中からは海外コンクールで入賞する新人も誕生するなど、地域にとって音楽的なレベル向上に大きく貢献してきた。閉鎖的になりがちな冬の北海道において、雪とともに開催を継続してきた当会の活動内容を分析することで、北方圏における音楽文化の有りかたを考察する。
