A large number of Japanese people would visit shrines and temples during the first three days of the New Year to pray for happiness and good fortune. This practice is known as "Hatsumode" in our country. According to statistics, approximately one-fourth of the population did so in 1965, and in 2000 this proportion had risen up to two-thirds. It shows that the number of those who visit shrines and temples during the New Year period is increasing, whereas currently the economic growth rate is declining. In Japan, there is an old saying that, roughly translated, means "Man only turns to God in difficult circumstances." In Japan, many people in past times imagined Tibet as an "uncivilized", "unexplored" region. These conceptions were based on the journalism of the day, the influence of the particular individuals introducing Tibet, and the general historical background. In the revival period of the Showa 20s, the term "Tibet" was applied to the Iwate prefecture. In most cases this indicated the area's need for development, Iwate had lost many farmers who had settled in Manchuria, and the area suffered greatly under the farm village depression of the early Showa years. Iwate's postwar revival depended heavily on resettlement, including many repatriated farmers. Use of the "Tibet" reference reflected awareness of this need for development.

In the period of the Showa 20s, the description in publications and journalism, "Tibet of Iwate" meant the KITAKAMI mountain country in part of Iwate Prefecture and reflected an awareness of the need for its development. However, after the Showa 30s, the new description "Tibet of Japan" was applied to the entire Iwate Prefecture. It has come to be thought that people coming from Iwate Prefecture grew up in an undeveloped region. The intellectuals in Iwate became angry at this, promoted various reactions in the form of publications and journalism. I think that discriminatory expressions using the term "Tibet" were not entirely correct, but their use was significant in focussing attention on a region considered to have been insufficiently developed.

"Legisprudence" means the legislative policy based on the Constitution. In spite of a good deal of academic effort, its theory has not been established. It may be difficult to form the Legisprudencial theory, because it has a great deal to do with real policy. So analyzing Jurisprudence academically is not enough to theorize Legisprudence. There also needs an art of policy learned from experiences. Therefore it is found the Moot Diet may be better way. This article introduces the experiment of the "Moot Diet" held at SFC, Keio University, including the record of preparation and performance and the evaluation of it. And we can see the Moot Diet has potentiality to reform the legislative system and to develop democracy. After all, practices of the Moot Diet shall be essential to Legisprdence."Legisprudence" means the legislative policy based on the Constitution. The purpose of this article is to analyze several concepts concerning economic interdependence and the security of nations in the IPE (International Political Economy), and to apply the concepts to the case of economic sanctions used by the United States and the EC toward the Soviet Union during the "new cold war". It deals with unsolved arguments between liberalism and realism in the IPE. Liberals argue that economic interdependence lowers the likelihood of war by increasing the value of trading over the alternative of aggression : interdependent states would rather trade than invade. Realists dismiss the liberal argument, arguing that high interdependence increases rather than decreases the probability of war. In anarchy, states must constantly worry about their security. Accordingly, interdependence gives states an incentive to initiate war, if only to ensure continued access to necessary materials and goods. This paper argues that the realist's assertion is based on old notions influenced by mercantilism and imperialism. This article, then, deals with East-West trade during the "new cold war" and asserts that the EC has employed "positive economic linkage", involving the use of positive economic means in the pursuit of political goals.
