Unstable external funding sources for large-scale transport infrastructure prompts many East Asian countries to strengthen capacity in self-financing transport investments. This paper aims to evaluate if earmarking of road-related tax revenues for transport investments answers the need of developing countries to fund needed infrastructure to sustain economic growth. Funding issues relevant to the need for a long-term funding instrument, and the current structure of road-related taxes are presented to build empirical contexts of the potential of linking tax revenues and transport investment needs. Some lessons from long run transport funds in Japan and the US are also presented to articulate the idea of earmarking. Finally, we propose a dynamic framework illustrating vicious cycle of funding gap in transport affecting growth potential. In the structure, we propose a transport earmarking financed by transport-related tax showing its effectiveness breaking the vicious cycle in funding infrastructure in developing EA countries.

Taiwan takes BOT approach to build and operate its high speed rail. Several issues such as the enact of new law vs. the modification of old law, tri-party agreement vs. two-party agreement, partner or regulator, refinance vs. take-over, new town vs. old town, expropriation or zonal expropriation, and plan vs. development, occurred during the planning, construction, contracting and operation periods. Taiwan learns its lessons from the process and its outcomes, which could help others to prevent the issues or adapt their plans.

This study aimed at finding appropriate interval of ranged speed hump from the viewpoint of noise and vibration as well as effect of speed reduction through two experimental installation. In the experiment, "sinusoidal mobile humps" were used. In the first experiment, conducted in Kokubunji city, it was found that 60m-inerval can reduce speed less than 30km/h in all over the road section. However, residents complained the noise caused by re-acceleration. In the second experiment conducted in Bunkyo-ward, Tokyo, the intervals between humps reduced to 20m to make drivers to "give up" to re-accelerate. Judging from the result of questionnaire survey and noise observation, it was successful.

According to a recent study organized by the Asian Development Bank (ADB), road crashes killed more than 75,000 people in ASEAN in 2003 and it cost more than 2.2 per cent of the regions annual GDP. Because of the high proportion or motorcycle victims in road crashes in many countries of the region it has been agreed that the first program focuses on the development of national action plans aimed at improving the quality and usage of motorcycle helmets. Given its relative stability and growth in recent years, Indonesia has been a rapid increase in the volume of road traffic. The highest growths were occurred in 2003 which are 33% and 29% for total registered vehicles and motorcycles respectively. The aims of this study are to provide information that it is required for assessing the current situation in Indonesia with respect to the motorcycle helmets usage and to provide a benchmark for evaluating helmet usage initiatives in the near future.

Motorcycle has its advantage of price and mobility to become the main transportation mode in Asia countries where there are high density of population and the economic development falls behind the developed countries. When people have enough economic capability to buy a motor vehicle, the car and the motorcycle have a relation of substitution. It is also a major work to develop a Multinomial Logit Model of motor vehicle chosen. The variables of cost in Multinomial Logit Model are insignificant to the models, and car owners and motorcycle owners usually underestimated the expected cost of another type of vehicle. In sensitive analysis, we can find that three utility factors, such as travel time reliability, convenience and safety are the major reasons influenced the ownership of motor vehicle.

At year 2013 the development of Kertajati Airport at Kabupaten Majalengka, West Java Province will finish and ready to operate. West Java province has great potential in produce export commodities by air cargo as like vegetables, fresh fish, fruits, cutting flowers etc, though till now only 1.29% of that production has export. If the export scenario will reach 10% of production at 2013, so it needs supported by 788 cargo aircraft equal with Boeing 747-400 class (2 aircraft/ day) and 10.910 cargo aircraft equal with Boeing 737-700 (30 aircraft/day). In financial view, this cargo aircraft movement will give revenue to the Kertajati airport management through Pelayanan Jasa Pendaratan, Penempatan dan Penyimpanan Pesawat Udara (PJP4U), which at year 2035 estimation will reach 159,806,132,113 rupiahs. By considerate this air cargo financial analysis, it feasible as soon to build and operate the special cargo airport as export gate for West Java and Indonesia.

Excessive growth of motorcycle in Indonesia resulting a problematic to the society particularly road users. Three motorcycles market rank are China, India then Indonesia. Aggressively, motorcycles industries expanded their manufacturing capacity to meet the local market and overseas, as well as dealers and agents were intensively conducting distribution and tempted marketing. Social and economic impacts of motorcycles use may include: economics growth, traffic accident, traffic jam and the environment impacts. This paper outlines some policy instruments that are possibly applied to control motorcycles negativity impact. Besides its utility, motorcycles growth and usage need to be restricted, effective policy instruments should be sought in order to minimize risk and protect the public interests. Some research agendas for the continuation of the study are also outlined.

To evaluate pro-poor growth policy we assessed the applicability of several poverty measurement methods. We selected and applied the methods for evaluating transport infrastructure development in Indonesia during the transition period of governance reforms and decentralization. We used mobility as non-income poverty indicators in 1995, 2000 and 2005 to rank level of compliance with pro-poor growth policy. Surprisingly, we found that each method produced different ranking. In general, during the transition period from 1996 to 2005, the transport infrastructure development in Indonesia was comply with pro-poor growth policy. However, from 2000 to 2005 the growth become anti-poor. We conclude that individual measurement method is insufficient to evaluate pro-poor growth policy. Therefore, a robust and comprehensive measurement tool is needed. The tool will enable us to maintain the appropriate distribution of development benefit to the poor and the rich.

The impact of vehicle emissions on the global climate has drawn increasing concern in the past few decades. Patterns of housing development determine travel behaviors, thus affecting transport-related greenhouse gas emissions. Here, we establish a bi-level model to describe the relationships among housing allocation, traffic volume, and CO2 emissions using a continuum modeling approach. The user-equilibrium condition is achieved in the lower-level, and the minimum CO2 emissions are obtained by optimization the housing allocation in the upper-level. We consider a hypothetical city with one central business district (CBD) and a road network that is densely distributed outside of the CBD. Several commuter classes with different values of time are considered. The finite element method, the Newton-Raphson algorithm, and the convex combination approach are applied to solve the constrained optimization problem established in the bi-level model. A numerical example is given to demonstrate the effectiveness of the method.

This study applies a multiple discrete-continuous extreme value (MDCEV) model to analyze tourist's time use behavior involving multiple activities. The MDCEV model is applied because it has several advantages over other existing time use models, including the joint representation of participation in multiple activities and the allocated time, diminishing marginal utilities (satiation effects), and different baseline utilities. Application analysis is carried out using a data collected from tourists in Japan. Influential factors related to time use in 7 activity categories are explored. Concretely speaking, individual attributes including age, employment status, residential area, travel experience, and trip-related attributes including travel mode, travel party, travel season are found to be important influential factors. It is also observed that the level of satiation is high for shopping activities and low for sport and hot spring activities.
