Annual Average Daily Traffic (AADT) is one of the key parameters in the field of transportation. It is traditionally used for planning and designing purposes in road sector. This research was carried out for development of adjustment factors for AADT estimation two-way two-lane road of Colombo suburban. Malabe-Kaduwele roadway was selected to conduct the research. Data were collected using automatic traffic counter (Metro-Count device) at Malabe-Kaduwele road in front of SLIIT Malabe campus for the period of five and half months. From the data, hourly expansion factors (HEF) and daily expansion factors (DEF) were estimated. The data collection period was not sufficient to develop monthly expansion factors (MEF) but an attempt was made to develop factors for months fall in data collection period. The experience obtained in this study could be used for developing adjustment factors in future.

In recent years, efforts have been made to develop bicycle-friendly environments across Japan. However, such development is conducted only where roads are sufficiently wide, and thus efficient networks are not easily developed. In this situation, it is essential to accurately evaluate demand change following development and to examine how to meet network needs, while developing the areas that are easier to proceed with. Therefore, to organize the information required to evaluate demand change, we build a route choice model using data from Takamatsu city and conduct verification using data from the actual implementation of measures. The study shows that bicycle route choice is mainly affected by discontinuity and presence of turns. Furthermore, we specify the need to note partial bottlenecks and consider measures under the assumption that route choice is impromptu when we evaluate demand change.

Research involves collection of Revealed and Stated preference data and analyze intercity mode choice behavior using an econometric model. Discrete choice models, multinomial logit model and nested logit model, are used to analyze SP & RP data. Mode choice modeling studies provide reliable estimates on mode shift into a new mode and establish a strong basis for setting fare structure and service attributes. This study first explores the mode choice scenario after railway is introduced and then builds up evidence for railway, a mode, for intercity travel sustainability. It is found that the mode choice behavior of intercity travelers in Nepal is influenced by time, cost, distance, travel partner, cost bearer, age, income, car ownership, and family size. Moreover, the utility of travel mode is found more sensitive towards time than cost. Finally, it is concluded that demand and preference for railways is relatively higher than existing modes.

Transportation infrastructures, as both enablers and victims of social movements, often become major political arenas of cities. In this article, we unravel the understudied role that social movements play in the formation of grassroots transport initiatives. We illustrate this role by synthesizing how grassroots efforts have created, diversified, and networked social innovations in urban transport systems in the 2019 Anti-Extradition Law Amendment Bill Movement in Hong Kong. We document the timeline of the movement and related solidarity activities, which led to various grassroots transport initiatives. We identify three lines of research that appear to be decisively informative to transport literature: 1) emergency experiences, community capacities and mobility reselience, 2) grassroots engagement in transport disruption management and 3) community-oriented governance for a participatory smart city. These issues require particular attention in future research to guide transport policy on grassroots initiatives toward sustainable transport systems.

Evacuation decision during flood disasters indicates the choice of households to evacuate or stay from area at risk. This may be viewed as simple decision but involves complex behavioral and other external factors. Evacuation decision serves as key input to transportation planning in the event of flood, hence, careful consideration of the factors that determine this decision should be done. Such factors include broadly the characteristics of households and their capacity as well as risk-related factors. This review identifies the factors by bringing together findings from viewpoint of evacuation managers and social scientists as well as transportation planners. Further research is needed to identify the interrelationships of these factors for consideration in evacuation transportation planning and modeling.

Traffic accidents shortly before and after sunset in Chiba were analyzed. The rate of traffic accidents shortly after sunset was found to be higher than at any other time, whereas the rate shortly before sunset was found to be lower. Traffic accidents caused by sun glare tended not to occur shortly before sunset, because the presence of topographic features meant that the sun had already effectively set. The rate of pedestrian accidents shortly after sunset was higher than that of any other time; the rate shortly before sunset was slightly lower than in day and shortly after sunset, because it was not dark and drivers were not dazzled by sun glare before sunset. However, it is already the case that many vehicle headlights are on shortly after sunset, so it is difficult to decrease pedestrian accidents only by advising drivers to use their lights in the hour before sunset.

Unstable external funding sources for large-scale transport infrastructure prompts many East Asian countries to strengthen capacity in self-financing transport investments. This paper aims to evaluate if earmarking of road-related tax revenues for transport investments answers the need of developing countries to fund needed infrastructure to sustain economic growth. Funding issues relevant to the need for a long-term funding instrument, and the current structure of road-related taxes are presented to build empirical contexts of the potential of linking tax revenues and transport investment needs. Some lessons from long run transport funds in Japan and the US are also presented to articulate the idea of earmarking. Finally, we propose a dynamic framework illustrating vicious cycle of funding gap in transport affecting growth potential. In the structure, we propose a transport earmarking financed by transport-related tax showing its effectiveness breaking the vicious cycle in funding infrastructure in developing EA countries.

Ever since global positioning system (GPS) modules have been attached to smart phones, much research has focused on how to obtain personal trip (PT) information from them. One of the challenges is identifying activity type (or inferring the purpose of the trip) from these continuous GPS data. This paper focuses on obtaining the type of activity using several machine learning methods and comparing the results. The comparison is implemented from the perspective of accuracy and time cost in the phases of data training and prediction. After applying four machine learning methods to the data set obtained from 30 individuals in Nagoya, Japan, a classification tree method demonstrates superiority over support vector machine (SVM), neural network (NN), and discriminant analysis methods.

This paper analyzes the feasibility of introducing a bus rapid transit (BRT) system and the restructuring of the bus route network to improve the performance of the local bus service in Yangon, Myanmar. First, we summarize the characteristics of the current urban bus service in Yangon. We point out that the point-to-point bus route network results in many overlapping routes along main roads and this leads to serious traffic congestion. Then, we examine the feasibility of two policy options. The first case (Case 1) introduces a new BRT line to the existing bus network; while the second case (Case 2) restructures the bus route network whilst introducing a new BRT line. Five types of BRT fares are considered for each case. To evaluate these policy options, a travel demand forecast system, including the estimation of an origin-destination table and a bus route-choice model, is developed. The results of the evaluation show that Case 1-400, in which a new BRT with a flat fare of 400 Kyats, introduced to the existing bus route network offers the most desirable outcome.

Railway operators are heavy users of electric energy. To implement energy saving programs and to study economical operation strategies, an energy estimating model is required. In this paper, two models for estimating energy consumption of single train operation are presented. To verify the proposed models, a real railway link and an electric train from Taiwan Railway Administration (TRA) are selected for the experiment. The energy consumption estimated from the proposed model is then compared with that estimated by other commercial software. It is found that the difference is only 0.22%, demonstrating that the proposed models are accurate enough in practice for estimating energy consumption. The models can be further extended to develop models and algorithms for estimating power demand of multiple-train operation and minimizing energy consumption through different driving strategies.

The paper shows how to develop EALF of ten axles 80 tires trailer on flexible pavement structures, which is used to transport segmented concrete girder from fabricator site to project site. Total maximum weight is 175 tons. Trailer is operated between 10 pm - 4.30 am to minimize traffic obstruction. EALF analysis is based on mechanistic empirical method. As air temperature affects modulus of surface layer, Bandung's average minimum temperature is used. The result shows fatigue criterion determined its failure on pavement with high subgrade modulus, otherwise its failure criterion is based on permanent deformation. Thicker pavement has higher EALF when its failure is permanent deformation, otherwise EALF is lower. In general, EALF is within a range of 3.28 to 78.44. The higher the subgrade modulus, the lower trailer's EALF. Trailer's EALFs for subgrade modulus of 50 MPa is higher than subgrade moduli of 100 - 150 MPa. The difference is apparent with surface thickness of 150 - 200 mm.

The analysis of children’s activity-travel patterns has gained increasing attention in a variety of research fields. Most of the previous studies suggested that more compact development promotes less car-dependent travel among children. Unfortunately distinguishing what was a cultural artefact and what was a ‘universal’ truth of children’s travel is difficult as existing literature on children’s travel vary not just by country, but also by measures and analysis. The aim of this paper is to help bridge this gap of knowledge. Using the UK National Travel Survey and the Osaka Regional Area person trip datasets, this paper compares children’s travel behaviour in two countries with significantly different cultures. This paper discusses both consistencies and discrepancies of travel behaviours between the countries to highlight what factors are consistent despite cultural differences, and what may vary within cultures or different built environments.

In this paper, data from an on-site survey in Seoul, Korea and the microscopic traffic simulation are used to evaluate the performances of Bus Rapid Transit bus stops operated on different placements to their nearest traffic signals: far-side, and near-side. The influence of Bus Priority Signal Systems is also analyzed. The results reveal that a near-side bus stop performs better under the current ordinary signal control situation. However, the performance of a far-side bus stop can be improved more significantly by the adoption of a Bus Priority Signal System and becomes even better (-13.3% average value and -22.2% range of bus travel times) than a near-side bus stop especially under a more congested traffic demand. The results are applicable not only for the practical choice of the placements of new bus stops, but also for improving the existing ones.

Taiwan takes BOT approach to build and operate its high speed rail. Several issues such as the enact of new law vs. the modification of old law, tri-party agreement vs. two-party agreement, partner or regulator, refinance vs. take-over, new town vs. old town, expropriation or zonal expropriation, and plan vs. development, occurred during the planning, construction, contracting and operation periods. Taiwan learns its lessons from the process and its outcomes, which could help others to prevent the issues or adapt their plans.

The built environment could influence travel behaviour, but studies related to the influence of the built environment on travel behaviour in the periphery area and city centre have not been widely explored. To fill this gap, in this study, to what extent the influence of the built environment on travel behaviour in the periphery area and the city centre was explained using multinomial logit and linear regression. Travel behaviour is defined by choice of mode and trip length. Mode choice in this study consisted of motorbikes, cars, paratransit, transit, and active transport. The built environment is measured by density, diversity, design, destination accessibility, and distance to transit. The results showed that density and destination accessibility had a significant effect on the probability of using transit and the length of the trip. We further found that respondents located in the periphery area tend to travel longer than their counterpart.

This study aimed at finding appropriate interval of ranged speed hump from the viewpoint of noise and vibration as well as effect of speed reduction through two experimental installation. In the experiment, "sinusoidal mobile humps" were used. In the first experiment, conducted in Kokubunji city, it was found that 60m-inerval can reduce speed less than 30km/h in all over the road section. However, residents complained the noise caused by re-acceleration. In the second experiment conducted in Bunkyo-ward, Tokyo, the intervals between humps reduced to 20m to make drivers to "give up" to re-accelerate. Judging from the result of questionnaire survey and noise observation, it was successful.

According to a recent study organized by the Asian Development Bank (ADB), road crashes killed more than 75,000 people in ASEAN in 2003 and it cost more than 2.2 per cent of the regions annual GDP. Because of the high proportion or motorcycle victims in road crashes in many countries of the region it has been agreed that the first program focuses on the development of national action plans aimed at improving the quality and usage of motorcycle helmets. Given its relative stability and growth in recent years, Indonesia has been a rapid increase in the volume of road traffic. The highest growths were occurred in 2003 which are 33% and 29% for total registered vehicles and motorcycles respectively. The aims of this study are to provide information that it is required for assessing the current situation in Indonesia with respect to the motorcycle helmets usage and to provide a benchmark for evaluating helmet usage initiatives in the near future.

As a speed-reduction measure on a motorway, Central Nippon Expressway Co., Ltd. has been conducting field research of light-emitting devices placed at regular intervals on the shoulder of a road, and controlling the light emission in arbitrary light-emission patterns to control vehicle running speeds. In this paper, operational experiments conducted on the Tomei Expressway to alleviate the traffic congestion caused by sags and tunnel bottlenecks are introduced, and the effects of the installed system on the flow rate and vehicle movement for both the no-congestion and the congested situations are discussed. An analysis is carried out using vehicle detector data and video tape recorder (VTR) image analysis. The results show that the speed of vehicles is affected by the devices, and a significant increase in throughput is observed for the congested situation, whereas there is only a small effect on the flow rate for the no-congestion situation.

As elsewhere, in Pakistan too, the rapid urbanization, motorization and spatial expansion led to a sharp increase in demand for urban transport facilities and services. Cities in Pakistan are still without mass rapid transit. The existing informal urban public transport system is unable to meet the increasing travel demand. Absence of urban mass rapid transit system has caused acute increase of cars and motorcycles in Pakistan. To meet increasing travel demand and to fight against severe traffic congestion, large cities like Karachi and Lahore have come up with modern rail based rapid transit options in their cities, while other major cities have not yet considered about it. This paper intends to evaluate existing rail based rapid transit projects of Karachi and Lahore with Bus Rapid Transit (BRT) technology to suggest an urban mass rapid transit technology that is financially feasible and affordable for low income developing countries like Pakistan.

The Public Service Obligation (PSO), Infrastructure Maintenance and Operation (IMO), and Track Access Charge (TAC) schemes marked a new beginning towards national railway industry which given its autonomy to offer commercial service, better quality of service provision, and competitiveness, in balance with the accountability to the government. The schemes were also proposed as initial step to clarify the separation of railway infrastructure and transport services management. Within five years implementation, there were some problems related to the lack of optimization on railway performance. It is necessary to reformulate the strategies to avoid further dispute and to support the smooth-running of the national railway reform. The simplest thing that the government should do is to refer back to the genuine concept of PSO, IMO, and TAC schemes as the unity of independent entities.
