著者らは被災者安否情報登録検索システムの研究開発を続けてきている。現在の被災者安否情報登録検索システムは複数の機器から構成されており、その設定作業の繁雑さなどが問題になっていた。そこで、これらの機器を災害直後の混乱下でも、迅速かつ柔軟な運用が可能で、セキュリティ的にも十分な強度をもち、故障時も短時間で復旧できるような構成に直し、再実装した。本報告では2001年9月1日の防災訓練と、2001年9月11日の米国連続テロ事件対応としての運用結果を報告し、そこで用いたパッケージの設計と実装、およびその一部であるFAX修正ボランティアシステムの設計について述べる。また、訓練と実運用の経験から明らかになったパッケージの有効性と問題点、および今後の課題について議論する。We, WIDE Project and Communications Research Laboratory, have been developing IAA system, which provides disaster communication services. Currently, the IAA system consists of serveral equipments, and the confuguration of them is complecated. Therefore, we have designed and implementated the package which is easily configurable with less effort, has security robustness, and has shorter MTTR. In this paper, we describe the design and implementation of the package, and design of human supported FAX correction system as a part of this package. In addition, we descuss the benefits and problems of the packaging.
