未指定文化財や文化財の周辺環境までを含む歴史文化資源を保全・活用していくためには,行政のみならず,地域全体での取り組みが必要とされる。本研究では,民間アーカイブズの担い手,かつ,未指定文化財等の所有者であり,文化財にふさわしい活用の担い手になる可能性が高い存在として偉人子孫に着目し,その全国の基礎的動向を把握した。また日野市新撰組の子孫をケーススタディとし,子孫が果たしてきた役割や特徴を行政の活動と比較しつつ明らかにした。偉人子孫は,歴史文化資源を伝承とともに継承してきた存在であり,個人史的解説をするなど,行政博物館と歴史の解説手法に違いがあることや,それが観光的魅力となっていることを示した。

This paper clarifies the followings. (1) What impact do the two destinations that have won the Blue Flag Award in Japan expect from the authentication ? (2) Which standards of the various Blue Flag standards are effective and why? From Internet surveys on the development of Blue Flag authentication, we clarified that Blue Flag is an authentication that emphasizes social issues. In addition, our interview survey on two regions in Japan revealed that there are differences in the motivation for acquiring the Blue Flag Award and in the activities and in the contents the systems of activities by local residents.
