There is no management in Japanese regions. Any buildings and roads do not have a coherence with small number of exception. Almost local governments which should take an initiative of town planning leave everything to chance on the pretext of only 30% autonomous ability. Firms and individuals seem to think that they can do what they like with their own property. Anyone would not be worried about the future of town together with neighborhood. The Big Bang, however, is going to draw more and more people out of apathy. Decentralization of authority which is not sufficient yet makes a sound progress step by step. Big merging of municipalities asks every inhabitant what his and/or her region should be. Various kinds of problems which local governments, firms, and inhabitants have no choice but to tackle by themselves come to the fore frequently all over the country. Any region in which there is no management will not be able to survive an elimination match with other regions. Not only local governments but also firms, NPOs, and individuals have to acquire the regional management as a major actor in their region. The purpose of this article is to theorize the regional management which does a lot for a growth and development of region. First of all, problems against which most of regions come up are sorted into four categories. Next, four approaches to region : a political economics approach, a substantial one, a nominal one, and a mixed one, are closely investigated. Thirdly, a management process in the broad sense of the word is distinguished into two stages : an entrepreneurial stage and a management one in the narrow sense of the word. Lastly, the new type of "organized entrepreneurship" which is indispensable for all the regions to ride out the Big Bang troubles. This article, at any rate, is no better than a tentative study.
