We have revised the distribution of the peak ground velocities (PGV) in the Hanshin area during the 1995 Hyogo-ken Nanbu earthquake. The original PGV distribution was based on only the damage of residential houses, but the damage of the other types of buildings is also considered in the revision. In addition, we have refined the resolution of PGV in many cho whose area is broad. Evaluated PGV distribution has good correspondence with observed records and evaluated ground motions in the main shock except for the liquefied area like reclaimed land or the cho in which the PGV level drastically changes. On the other hand, the PGV in Nishinomiya city is not less than 60% of that in the Kobe city.

We conducted questionnaire surveys to examine the relation between seismic intensities and damage of various non-structural elements of RC buildings during the 2000 Tottori-ken seibu earthquake and the 2001 Geiyo earthquake. RC buildings near the earthquake observation stations were selected for our surveys. Results of our surveys indicate the following characteristics of damage of non-structural elements of buildings in the areas where the JMA instrumental seismic intensity were less than 6.0. a) Damage was mainly detected in exterior and interior walls, window glasses, ceilings and doors. Air conditioning systems, fire protection systems and elevated equipments were slightly damaged during the earthquakes, b) Many kinds of non-structural elements were damaged in the building at the seismic intensity over 5.0. c) Percentages of buildings damaged at non-structural elements increase with older buildings, d) In many cases, several non-structural elements were simultaneously damaged during the earthquake.

The relation between structural seismic safety and environmental load is discussed. Ten-story steel structure models are designea, and the amount of emission of CO2, used resources and industrial wastes are evaluated. The parameters of the design cases are steel type, seismic capacity, and base-isolated or not. From the evaluation results, it is found that the improvement of seismic capacity leads to physically long-lived structure, by which the wastes due to large earthquake ground motion decreases, although large amount of resources and CO2 discharge are brought about. In addition, it is pointed out that we should evaluate many items of environmental effect in parallel totally to avoid misunderstandings or bias.

We developed a relationship between calculated peak ground velocities (PGV) and damage ratios of residential houses in the Chuo-ward, Kobe, during the 1995 Hyogo-ken Nambu earthquake. Using the relationship, we evaluated the PGV distribution in the whole Hanshin area, and demonstrated that it corresponded to the PGV of observed records. The PGV was estimated to be more than 110 cm/sec in the damage belt. Finally, we discussed the records observed in an office building near the JR Kobe station and compared them with the PGV calculated from the damage ratio of houses. We concluded that the PGV of the record should be much smaller than that in the damage belt zone.
