This paper discusses problem structures related to the time lag in the case that there is the interval between the Tokai-Tonankai earthquake and Nankai earthquake. First, the image of potential time lag problems in terms of the time flow after Tokai-Tonankai earthquake is shown. Second, the relationships between predicted earthquake intensities and population distribution are represented. Then the problems are arranged and examined for each separated area. Based on these discussions, problem structures due to the time lag are identified. Finally, through the individual specific problem examples associated with the time lag and hypothetical responses of local government officials, it is indicated that the time lag leads to various alternative problems.

There are Voluntary disaster prevention organization and Local disaster management center in “Mutual-help efforts” system in disaster. This purpose of study is the examination of the state of “Mutual-help efforts” system in disaster by analysis of the exchanging views with committees of local disaster management center in Hodogaya Ward, Yokohama City. As future’s direction of “Mutual-help efforts” system, it is necessary to clarify each role of voluntary disaster prevention organization and local disaster management center and promotion of a measure with redundancy in local disaster prevention.

Energy and water supply services are important for life and business continuity and disaster recovery. This study presents an outline of the investigation about building power equipment, problems faced, and correspondence during the rolling blackouts following the power shortage after the 2011 Great East Japan Earthquake. The subjects of the study were approximately 100 disaster base hospitals, all of which have non-utility generation facilities in the Greater Tokyo Area. The results of this research provide a basis for future building equipment design for disaster mitigation.
