This paper discusses problem structures related to the time lag in the case that there is the interval between the Tokai-Tonankai earthquake and Nankai earthquake. First, the image of potential time lag problems in terms of the time flow after Tokai-Tonankai earthquake is shown. Second, the relationships between predicted earthquake intensities and population distribution are represented. Then the problems are arranged and examined for each separated area. Based on these discussions, problem structures due to the time lag are identified. Finally, through the individual specific problem examples associated with the time lag and hypothetical responses of local government officials, it is indicated that the time lag leads to various alternative problems.

This study aims to provide the fundermetal infromation of temproary housing cousntermeasures after the Tokyo Metropolitan Earthquake. In this study, a calculation step for grasp distribution characteristic of vacancy on rental housing which can be used after the earthquake was developed. The results are as follows; 1) approximately 70 thousand vacancies of rental housings are damaged, and approximately 1 million vacancies are remained after the Tokyo Metropolitan Earthquake. 2) From comparison of remained vacancies with households who lose their houses, many victims in central area will move to outskirts of Tokyo.

<p>Schoolchildren should learn not only knowledge about earthquake prevention but also how to cope with an earthquake. However, there is no effective educational tools. Therefore, we developed the new version software for eartquake preparedness education in order to learn behavior during and after earthquakes by introducing the style of TV games. This paper outlines summary of the new software development and its evaluation by using methods which are used in the field of educational technology. The results are also explained.</p>

<p>In this study, we clarify the actual conditions and backgrounds of isolated deaths at temporary housing and recovery housing in disaster area, conducting statistical analyses based on death certificates. The results are as follows, 1) The ages of those who die alone are higher at recovery housing than temporary housing. At recovery housing, it also takes longer for discovery. The main reason for this is young people under age fifty with isolation risks such as remaining unemployed and single. 2) At temporary housing, family and neighbors mitigate the isolation risks, while their roles decline at recovery housing. 3) Location of recovery housing has little connection with isolation of disaster victims. One of the factors seems to be that the isolated condition has already been established before moving into recovery housing. Community-conscious safety nets should be in place especially in the early stage of restoring stable living.</p>

If the Tokai, Tonankai, and Nankai earthquakes occur simultaneously in the first half of the 21^<st> century, the damage would spread over many prefectures. It is indispensable for the prefecture governments in the impacted area, as well as the national government, to establish a standardized emergency response operation system, in order to mobilize the limited resources effectively. "The Basic plan for Disaster Prevention" compiled by the national government serves as the emergency disaster plan for the national government level, as well as the basic requirements to be complied by the emergency response plan compiled by prefecture governments and municipality governments. By employing Flow-chart system as the tool for describing the plan, this paper examined the emergency management section of Basic Plan for Disaster Prevention to identify operational models to be used as the basis for a standardized emergency management system.
