In this paper,the characteristics of the public consciousness which should be formed in regards to moral education in schools and the practical method of its formation are argued with the help of the moral development theory of J. Habermas and L. Kohlberg.It is concluded that the formation of the civil public's consciousness,Whose characteristics are,for example,diversity and social association,should be aimed for,and the discourse approach based on Habermas'theory is the most optimal approach to reach this aim.
