In Japanese schools, school rules are not created based on laws and orders of Ministry of Education, but the contents of the rules are to be determined by principals of each school. School rules have a great influence on the everyday lives of high school students. Recently, the content of school rules has come to be seen as a problem. Rules on hairstyles and clothing remain particularly problematic. It is often pointed out that there may be many unnecessary provisions. A nationwide review of school rules is taking place. This paper analyzes the trend of “review of school rules” in Hokkaido prefecture. And this paper also analyzes the contents of the school rules. I will divide public high schools in Hokkaido into three categories: urban areas, intermediate areas, and depopulated areas, and analyze the regional characteristics of each. We learned that depopulated areas are not always “conservative” and that school rules in Hokkaido have many provisions regarding life outside the school. It must be said that the 2019 Hokkaido Board of Educationʼs “review” instructions were incomplete.

The purpose of the current study is to clarify the structure of the care management practice based on social work. The research design is a cross-sectional survey using mailed questionnaires. The participants in the study were 1,742 care managers. The response rate was 43.6%. The factor analysis with Promax rotation was conducted in order to clarify the structure of the care management practice based on social work.The factor analysis results indicated the structure of the care management practice was composed of the following 7 domains:(1) Person-centered services,(2) Primacy of client–social worker relationship,(3)Utilization of an environment that directly affects life,(4) Utilization of informal support,(5) Strength perspective,(6)Collaborative teamwork and(7) Intervention at micro, mezzo, and macro levels.The results indicate that care management practice based on social work consists of 7 elements. It has been shown that it is important for care management based on social work not only to provide support that respects individual independence, but also to work on various environmental aspects.

The purpose of this article is to report how affective factors including anxiety, self-confidence, risk-taking and inhibition change and how Willingness to Communicate in Japanese outside the classroom is affected by those factors while studying in Japan. The data was collected by interview and questionnaires to two advanced learners and analyzed by qualitative data analysis method. The results show that opportunities to perceive language competence, experiences of communication, features and participants of communication, and learnersʼ beliefs affect Willingness to Communicate. Successful communication enhance self-confidence and decrease language-use anxiety. Self-confidence influences Willingness to Communicate with significant others in the target language society. Experiences of failures in communication causes language use anxiety and decrease Willingness to Communicate with others. Conditions of communication also impacts their willingness to communicate, especially with significant others in the target community. The implication of the findings suggests Willingness to Communicate is concerned with the desire to establish a relationship with others as a member of the target community.
