本稿では、食品加工事業者の育成における政策の役割を検討している。本稿の対象は、比較的小規模で、国内の生産地と結びつきの強い事業者である。近年、食品産業の内部、あるいは農林漁業との関係について、フードシステム論で多く検討されているほか、ショートフードサプライチェーンなど、いくつかの論点で採りあげられてきた。他方で、こうした事業者は、地域の産業振興における担い手として期待され、事業規模の拡大に向けて、いかにマーケティング活動を展開するのか、という点が論じられている。本稿で、竹田市の事例を検討したところ、生産・加工・流通に至るまで、幅広く政策的に支援したにもかかわらず、マーケティングの課題は残った。この背景には、経営者が副業と位置づけて、事業規模の拡大に消極的なことがある。確かに、本稿の対象とする食品加工事業者は、産業振興へ明瞭な効果をもたらさないが、食品の多様性や食文化の醸成に寄与することから、こうした事業者への政策的支援も求められる。その際に、直売所の整備、商談会の開催、テスト販売などの機会を提供して、食品加工事業者の経営方針と整合的な支援を図ることも、政策の在り方として求められよう。This paper discusses the role of policies for developing the food processing businesses in the peripheral area. Although there are many type of businesses in the food industry,such as manufacturers, wholesalers, retailers, and restaurants, we focus on the small type of food processing businesses. These businesses often link directly to local agricultural producers, and this type is analyzed in a discussion of Short Food Supply Chain, Alternative Food System, or Regional Specialty Food Products. These businesses are also discussed from the view of promoting the regional economies in peripheral areas. But, these businesses are relatively small, and they face some challenges of marketing. To clarify how this occurs, we analyze a case of Taketa-shi, and discuss how the policies support them. In Taketa-shi, about 30 food processing businesses join the policies, and develop new food products or businesses. However, they manage the food processing businesses as a side business or hobbies, and some of them evaluate the size is proper, because the small size fits their management (craft) policies. To this situation, the role of policies is to provide the chance of sales, by setting direct sales stores or business meetings, or conduct some test marketing activities.

EU-NATO関係は「死に体」と化していると言われる。そうであるとするならば、いつ、どのようにしてそうなったのだろうか。冷戦後、EUが安全保障政策分野に乗り出したことで、NATOとの競合の種は蒔かれていた。しかしながら、ベルリン・プラス合意策定によって競合は回避され、分業と協調の欧州・大西洋安全保障ガバナンスの枠組みが構築されるかに見えた。本論は、ソマリア沖海賊対策作戦に焦点を当てながら2008-2012年のEU-NATO関係の転機について分析するものである。

教科書の補足に大学のGoogle サイトにWebページで制作したWebテキストを用いてハイブリッドな授業を行った。その結果、以下の事が判った。受講生のWebテキストへの評価は良好である。特に、「いつでも、家でも、何度でも、自分のペースで見る事が出来る」事を評価している。そして、授業はWebテキストだけでも良いと認めている。授業が難しいと感じている受講生は、Webテキストがとても良いと感じている。しかし、課題量が多いと感じている受講生は、Webテキストがそれ程良いとは感じておらず、課題点も良くない。従って、Webテキストで、WORD文書の編集機能と課題の説明をより充実させる事が求められている。以上の結果から、Webテキストの利用は学生にも好評で、その内容をより充実させればより大きな効果が得られる事が判った。A hybrid class is performed by using a Web-text for the supplement of the textbookwhich is maked by the Web-page on the Google-site of our university. As the results, the follows are resolved. The evaluation of students about the Web-text is good. Especially,it is recognized that the Web-text is able to be looked again and again anytime at own pace, also in each home by them. And, they recognize that it is enough for the class to use only the Web-text. The student who feels that the class is difficult also feels that theWeb-text is very good. But, the student who feels that there is much quantity of problemdoes not feel the same, and, can not get good results.So, further more explanations in the details about the editing functions of the WORD document and about the problems are required in the Web-text. From the above results, it is resolved that the use of the Webtextis popular with my students and a bigger effect will be provided, if the contents ofthe Web-text are developed more.

地方分権の進展とともに普及が広がった自治基本条例であるが、その制定要因について詳細な分析が行われてきたわけではない。自治基本条例の制定要因について、地方分権に伴う制度的変化から考察したところ、市町村合併に伴う面積の広域化が自治基本条例の制定要因として考えられうることが明らかとなった。さらに、自治基本条例を制定した自治体は、特に非合併の自治体では非自民・非公明の傾向が強いことが明らかとなった。つまり、合併した自治体においては面積の広域化と政治的影響が、非合併の自治体においては政治的影響が大きな意味を持つことになる。これらのことは、合併による面積の広域化により、住民自治を強化する必要性が生じたこと、その一方で自治基本条例を制定するためには、政治的背景が備わっていなければならないことを示唆するものとなっている。The basic ordinance of local governance has been established in many municipalities in Japan along with decentralization. But the factor of establishment has not been analyzed in detail. Through a consideration from the change of the institution of local system, it was found that broadening of municipality's area along with municipals mergers caused establishment of the ordinances.And the electorate living in local governments that established basic ordinance of local governance tends not to vote LDP or New Komeito. So, in the merged municipalities, broadening effect and political factors cause establishment of the basic ordinance of local governance, and in the non- merged municipalities, political factors have meaningful effect for it.These suggest that, broadening of municipalities area caused the necessity to strengthen resident's self-governance, and establishment of basic ordinances of local government needs political factors.
