SPRAWL AREA HAS FORMED BY RAPID URBANIZATION IN METROPOLITAN SUBURBAN AREA. INFRASTRUCTURE IMPROVEMENT, SUCH AS PROVIDING ROAD, PARK AND SEWERAGE BECOME VERY DIFFICULT AND INEFFICIENT, IF SPRAWL AREA HAS ONCE FORMED. THIS RESEARCH AIMS TO CALCULATE THE EFFECT OF COST REDUCTION BY EXECUTING PRE-INFRASTRUCTURE IMPROVEMENT BEFORE OUTBREAKING URBAN SPRAWL. INCREASE OF PROPERTY TAX BY PRE-INFRASTRUCTURE IMPROVEMENT IS ALSO CALCULATED. IT IS CLARIFY THE COMPENSATION COST ACCOUNT FOR LARGEST PART OF ALL COST REDUCTION.
