In Japan, many local people expect regional promotion to use the tourism development executed by the private company. The cooperation of a related subject is indispensable to improve the effect of development. We conduct the case study of TRM (Twin Ring Motegi) development in Motegi town, focusing on the institution that promotes the cooperation. So we take into consideration measures which were conducted by related subjects, namely local people, local enterprise, and local government, to safeguard local environment and to progress local economy. Impacts of the development are presented as structural diagram dividing into social and economic indicators on many kinds of people. They are measured by several kinds of surveys including questionnaire survey for inhabitants, investigation on the management of enterprise and so on. The measures are discussed from the viewpoint of the relation between the impacts and problems that local people recognize.

<p>In Japan most scenic town has many historic resources but recent increases of car traffics do damage to them. Especially in a temple town, the from approach to it is atrophied and ruined by many car traffics. We make clear the traffic function of it and changes of land uses along it through some empirical investigations in order to indicate such a actual circumstances and make some considerations on the preservation of it.</p>

<p>THIS PAPER DEALS WITH THE METHOD TO ESTIMATE THE PROGRAM TO DECREASE CAR-TRAFFIC IN THE EXCELLENT SCENIC AREA THROUGH THE CASE STUDY IN OKU-NIKKO AREA.THE PROGRAM IS COMPOSED OF TWO ELEMENTS,NAMELY,THE CONSTRUTION OFCAR-PARKING OUTSIDE OF THE AREA AND THE PROGRESS OF THE BUS SERVICE INTO THE AREA. WE INVESTIGATE THE SURVEY METHOD TO GET DISAGGREGATE DATA ON MODAL-SPRIT IN SCNIC AREA, BECAUS SUPECIAL FACTORS HAVE THE INFLUENCE ON IT THERE.ESTIMATION OFTHE PROGRAM ITRIED THROUGH APPLICATION OF SYSTEM DYNAMICS METHOD.</p>

The Nikko highway is famous for its avenue of cedar trees. But more than a hundred trees wither a year and the number has a tendancy to increase year by year. We think that the program to protect them need to be intensified more perfectly. The content are as follows.(1) Through historical review of material on the management of the Nikko highway, we point out problems on the protective policy of them.(2) Analisys is done to clarify the relation between the number of withered trees and environments of the road and the roadside.(3) From the result we recommdnd programs to protect them.
