We discussed the development of rural planning theory in late Taisho and early Showa period, paying special attention to the framework of rural planning proposed by Nobuyoshi Yamazaki. Yamazaki's proposal had the following features: 1) the rural area was regarded as a unique space, which required its own planning institution, in contraposition to urban area where city planning had been put in place, 2) both vertical and horizontal integration and coordination of rural administrative plans were necessary, in order for such planning institution to work effectively, and 3) proposed framework of rural planning also included the improvement of living environment as one of important areas along with economic development, which, presumably, was the influence of municipal socialism of the western society.

The land exchange between “Urban Developing Area”and “Farm Land Area” has attracted the attention of many people as a method for controling land use in urban fringe. Actually the land exchange by the existing methods (“Ryokuno-Juku” project and so on) is very difficult. But in Matsuto City, the unique method for land exchange was devised, so that there were many cases of land exchange. In this paper, we studied on the case of Matsuto City as following points.1) We presented “Matsuto Method” that is very effective for land exchange. The characters of “Matsuto Method” is as follows:a) Exchanging lands on the occasion of urban development.b) Conditioning that the size of exchanged lots is equal to adjust the equivalence of them.c) Making use of the function of rural self-government.2) We made models of land exchange for the framework of analysis.3) We proposed some conditions for land exchange.

デルファイ法を用いて農村資源管理の将来を予測するとともに, その影響の大きさと対策の有効性を評価した。20年後には農地面積は現在の474万haから413万haに減少し, 農業水路は現在の40万kmの3割に当たる12万kmが管理困難に陥るという結果を得た。また, 耕作放棄増加による影響としては, 畦畔・法面の崩壊による土砂崩壊や洪水被害の発生が最も危ぶまれ, 管理困難水路増加の影響としては, 土砂小枝の堆積による湛水被害の増加や灌漑排水への支障が最も危ぶまれる。また, 対策としてはハード整備にあわせた保全管理体制の構築や保全管理に対する公的助成の拡大などの有効性が高いと評価された。
