本研究ではルーラルフリンジを対象地域として,野生動物の生息域と農業集落の間のバッファーゾーンのレンジおよび適切な整備・管理手法を検討した.まず,防獣効果から見て必要なバッファーゾーンレンジを検討した結果,既存の10mレンジでは効果が低いこと,バッファーゾーンの形状,面積および植生が効果に影響を及ぼすことを確認した.次に,地区住民による管理が可能なバッファーゾーンレンジを検討した結果,狩猟者の活動は,地形条件および道路の整備状況に影響を受けることがわかった.また,林業者の活動は野生動物の出没を抑える効果があることを確認した.

本研究では,台湾における農用地土壌汚染の社会的背景と,汚染及び汚染拡大の分布特性を明らかにすると共に,汚染対策の課題を日本の農用地土壌汚染対策の取組との対比により明らかにした.台湾の農用地土壌汚染は都市計画農業区やその周辺地域に多く,農村地域にある違法操業を含む工場排水の農業用排水路への放流が主因である.台湾の農用地土壌汚染対策による汚染の除去は対症療法的であり,工場排水への対策や未処理の底質による汚染の拡散や蓄積の防止を考慮した対策は取られない.本稿では,このような事態への対応方策として,①現在の点的な対症療法的対策から日本の農用地土壌汚染対策のような面的かつ抜本的な対策への改善,②工場の立地規制や排水基準の見直し,違法操業の取り締まり,③都市計画区域外の農業区については圃場整備事業等を契機とした土地利用の整序,を提案した.

和歌山県龍神村の山間農業集落を対象に, 獣害を引き起こすイノシシに注目し, 生息痕跡を調査することにより山林から水田団地までのイノシシの侵入経路を把握した.また, 水田利用・管理状況を水田一筆単位で調査し, 水田団地へのイノシシの侵入経路形成との関連性を分析した.その結果,(1) 谷沿いの永年性作物転作水田の管理不足により谷沿いにバソファが形成されてイノシシの移動経路 (コリドー) が拡大し, これらの水田が水田団地への侵入経路として利用されていること,(2) 石積み畦畔に比べ土畦畔が圃場から圃場への移動ポイントとして利用される傾向にあり, 約2mの土畦畔でも乗り越えが可能であること, また乗り越えられるポイントは同じ地点が継続的に利用される傾向にあること, を示した.

This study focused on Subjective Well-Being(SWB) of residents in rural area, and investigated how SWB of residents and its determinants differ between areas with different features. We employed the capital approach in this study to analyze how combinations of different capitals would influence on residents' SWB. The city of Nantan was chosen as a case study area, which was divided into three parts (urban/suburban/rural area) using statistical data. Then we compared the mean SWB of residents, and conducted multiple regression analysis to identify which factor had significant effect on SWB of residents in each area. Our analysis clarified that personal factors such as income and health status had similar effect on SWB in all areas while factors related to living circumstances such as road conditions and trust in neighbors had different effect among areas.

We discussed the development of rural planning theory in late Taisho and early Showa period, paying special attention to the framework of rural planning proposed by Nobuyoshi Yamazaki. Yamazaki's proposal had the following features: 1) the rural area was regarded as a unique space, which required its own planning institution, in contraposition to urban area where city planning had been put in place, 2) both vertical and horizontal integration and coordination of rural administrative plans were necessary, in order for such planning institution to work effectively, and 3) proposed framework of rural planning also included the improvement of living environment as one of important areas along with economic development, which, presumably, was the influence of municipal socialism of the western society.

An availability of the Internet in rural area is now close to that in urban area in Japan. But generally, it is still considered that it's difficult for inhabitants in rural area, who are mostly elderly, to use the Internet. But communication via the Internet is very important for rural inhabitants to recognize what matters in their areas and how to solve it themselves, cooperating with various kinds of stakeholders. In this research, we identified the current condition of digital divide in 3 small regions in Kyoto prefecture and discussed what the causes of it are and how to improve such condition from now on.

本論では,樹園地を対象に,イノシシの生息地の集塊性と連結性を評価した.その結果,本来の生息地である雑木林パッチn=44に新たな生息地として放棄畑を加えると,雑木林間が放棄畑でつながりパッチ数がn=13と減少し,最大パッチサイズが12.3haから41.0haに拡大するなど,集塊性および連結性が高まることが確認された.これに加え,防護柵のない畑が生息地間のコリドーとして機能すると,生息地の連結性が更に向上し,生息地面積の80%が連結されることも確認された.すなわち,柵の設置には,内部の農地の被害防除だけでなく,生息地間の移動を妨げてイノシシが農地周辺に生息しづらい環境を形成する生息地管理の役割も期待できる.また,グラフ理論を用いた生息地ネットワーク分析により,生息地の連結性維持に重要な役割を果たすパッチやコリドーを抽出することが可能であることも示した.

In this research, we tried to verify the role of the administration to invigoration of a less-favored area anew. We selected the Sugiyama district in Maizuru-city as study area, and analyzed the process which the area invigorated paying attention to the action of administration. Result from listening survey uncovered that suitable care of administration was functioning as a important factor behind the Sugiyama district accomplished endogenous development. Although "the new public" which consists of various subjects as a bearer of an area is expected in recent years, we made it clear that the role of administration is still important.

This study aims to develop the design of separation zone, named “Anti-Wildlife Belt”, between habitat of wildlife and agricultural field to decrease agricultural damage by wildlife, especially wild bore and Sika deer. “Anti-Wildlife Belt” is constructed by separation line and its outside and inside space, each of which is required different function as follows; 1) Separation line requires “preventing function to be crossed by wildlife” by physical barrier as fundamental element of “Anti-Wildlife Belt”. 2) Outside space of separation line requires “obstructing function”. 3) Inside space of separation line requires “warning function”.

Questionnaire surveys were conducted in 13 rural communities of Wakayama Prefecture to analyze the present state of agricultural damage caused by wildlife and residents' attitudes towards it. The agricultural damage caused by wild boars was the most serious. More than half of all farmers (52.5%) intended to carry out measures decreasing the damage as a group. Meanwhile, 28.7% of all farmers required financial or material supports for the damage from the local government and 23.0% of them demanded hunting for nuisance control. Although most of non-farmers were concerned about agricultural damage caused by wildlife, less than half of non-farmers (34.6%) think it important all residents' participation in decreasing the damage.

本研究では,「テーマ型」活動を対象とし,チームワーク行動尺度の適用によって,どのように既存組織の知識・経験の有効感を規定するのかを明らかにすることを目的とした。具体的には,チーム協調性,チームメンテナンス,外部との調整・サポートの3因子が規定しており,特にチーム協調性の項目が,チームワーク行動の起点となり,既存組織の経験・知識の有効感を規定していた。

近年,高速なインターネット環境の整備に伴い,地理的条件が不利な中山間地域においても,ブロードバンドや高速モバイル回線が利用可能になりつつある。同時に,地域コミュニティ形成を目的にSNS を活用する例も増えてきており,農村地域でも地域内外における交流促進や情報発信に大きな役割が期待されるが,ICT の学習機会の提供や効果的な普及手法など,ソフト面での対策が必要とされる。本研究では,農村地域におけるコミュニケーション基盤としてSNS の活用を推進するプロセスにおいて,京都府下 3 地域のキーパーソンに着目し,その役割と効果を明らかにするとともに,他地域に対する提言を行った。

これまで、農村計画学の体系は形式知を対象にして発展してきたが、現場における計画づくりは少なからず暗黙知に依存していた。本研究の狙いは、ナレッジマネジメントの考え方を農村計画学に導入することによって、農村計画学の新たな方法論を確立することにある。KMの農村計画学への応用可能性は多岐にわたる。本研究において試みた研究課題をナレッジの種類によって分類すると、(1)地区計画づくりのナレッジ、(2)自治体の制度・政策のナレッジ、(3)地域づくりのナレッジ、(4)行政職員のナレッジ、(5)住民の地域ナレッジ、(6)ICTを用いたナレッジベースの構築の6つのグループに分類することができる。

In this study, we paid special attention to the role of inspection tours in knowledge transfer from one municipality to another. Using the city of Sasayama and its Basic Ordinance for Local Government as a case, we investigated 1) what kind of knowledge did inspectorates from other municipal governments try to obtain from Sasayama through tours, 2) commonalities and differences of knowledge looked for by inspectorates and 3) why such commonalities and differences arose. Questionnaire and interview survey were employed. Our analysis clarified that category and concreteness of questions raised by inspectorates in tours differs significantly depending on their awareness about and progresses of the draft up of ordinances because, under given time constraints, inspectorates tended to collect knowledge and information with priority which would be useful for their practices.
