Inoue Tomoichi, who was a bureaucrat of the Department of Interior the Home Office, regarded the propagation of local autonomy system as the key to reconstruction Japan after the Russo-Japanese War. His idea, 'Jichi-Miniku' theory aimed at the education of the people who would be willing to contribute to the public interests. Although Inoue's thoughts were not realized by him, he was a pioneer in locating the library as one of the institutions of popular education.
