Depopulating cities have been yielding vacant properties which negatively influence local community on safety, health, and public welfare. Dayton, Ohio State, enacted local ordinances of property maintenance and vacant properties. The ordinances suggest 1) property maintenance should be enforced to avoid deterioration, vacancy, and public nuisance, 2) how to maintain vacant properties depends upon the degree of problems, 3) judgement criteria regarding danger are numeric, 4) no officer is liable for any damage of property during inspection, 5) omission of advice and recommendation process can shorten the period of vacant property problems, 6) designation of the deadline to abate nuisance makes management of measures’ schedule better, 7) penalties are charged for failure to comply with the ordinances, and 8) owners are ordered to pay cost of abatement of nuisance by the city including inspection and administration.

土地利用規制により地価が減少した場合、政府は土地所有者に保障しなければならないという法案37が、2004年にオレゴン州で住民投票の結果、可決した。政府は財政難のため、補償の代わりに土地利用規制を解除した。そのため、土地利用規制を主体とするオレゴン州の成長管理政策は危機を迎えた。2007年に、州議会は、公聴会を経て、法案37修正法案を可決し、それを諮問的レファレンダム(法案49)として住民投票にかけ、61%の賛成を得た。同法案は、1-10軒の住宅建設の権利と、請求権の移転を認める一方で、農地や森林の保全のため、請求に基づく大規模開発は禁止した。このように、法案37は、民主的なプロセスで土地所有者との妥協を図る形で修正された。

全国の市区の協働推進部署にアンケート調査を実施し,?指針等は,協働適用の判断などにある程度有効であるが,職員の理解不足や協働希望の職員不足の解消に十分な効果をもたらしていない,?3分の1弱の市区が協働人材養成の方針を明確にしている,?定期的に協働の研修を実施していない市区もある,?協働人材養成の方針を有する市区の大半が職員採用に地域活動の経験を考慮しているが,昇任試験では約半分にとどまる,?人事ローテーションへの協働人材養成の考慮,協働関連部署の職員の庁内公募,人事考課への協働の考慮は限られていることがわかった。さらに協働を推進するためには,協働推進部署と人事部署との一層の連携が必要である。
