&nbsp;Since unified definitions and methods applicable to architectural programming does not yet exist in Japan, often the contents of the architectural programs and design requirements have submitted before being well clarified. Then designers and their clients have to spend their times before they can finally define the prerequisites and design requirements through repetitious studies relying on preliminarily submitted drawings in the design process. One of the reasons for programming implementation remains in the part may be that its effectiveness of programming works not yet be clarified.<br><br>&nbsp;This Study examined the effectiveness and its mechanism of &ldquo;Problem Seeking Method&rdquo; by researching and analyzing disturbing factors of process issues in project examples that applied this Method.<br><br>&nbsp;At the research and analysis in this Study based on 56 programming case analysis of the project to which the &ldquo;Problem Seeking Method&rdquo; was applied, it identified the process issues and disturbing factors that occurred from the stage of programming proposal to the stage of program hand-off, then it was discussed about the effectiveness of &ldquo;Problem Seeking Method&rdquo; by revealing the mechanism to solve occurred issues.<br><br>&nbsp;In the analysis, eliminating processes of disturbing factors and effective functions of the &ldquo;Problem Seeking Method&rdquo; at each programming phases were extracted, then there were clarified relations between disturbing factors and effective functions of &ldquo;Problem Seeking Method&rdquo; by organizing relation information at the chart.<br><br>&nbsp;As a result, the Study concluded, as the followings,<br><br>&nbsp;(1) In order to establish such architectural programs as to reflect owner's requirements precisely in the projects such as workplace projects which are drawing social attentions today, the &ldquo;Problem Seeking Method&rdquo; may function well, as a tool to or as a body of knowledge to support the best planning and implementation by improving insufficient knowledge and poor experiences of project team staffs.<br><br>&nbsp;(2) The &ldquo;Problem Seeking Method&rdquo; has necessary and sufficient structure, mechanism and tools, consisting of 1) principle of separation between programming and design, 2) framework of programming, 3) method and tools to promote decision making and consensus building, including their combined functions, which may enable ones to treat effectively and flexibly and solve any challenging issue occurred during the programming process from the stage of proposal to program hand-off.<br><br>&nbsp;(3) The structure and system of the Method, especially, &ldquo;3) method and tools to promote decision making and consensus building&rdquo; above can be said that these are the results of continuous up-dating though accumulation and reviews of experienced many cases in the past, and therefore, the Method can function efficiently even in the environment of current architectural projects. It can also be said that the Method can provide practical approach based on the accumulation of actual implementations and related experiences.

The aim of this report is to clarify the actual condition and problems of the university community space; “Omoshiro Lab.” in Hiroshima University, where the renovation plan and management system are mainly proposed by students. In the report, the actual condition of the proposal of renovation and its background are clarified. Then, the status and problems of management and operation of the space after renovation are clarified.

This paper analyses the influence of postal architecture's quality assurance from the view point of client side. Postal architecture is very unique tradition, having both clients and architects function in the organization. Postal architecture was born in 1885, with over 130 years' historical accomplishment. The era of postal architecture has been divided into 4 phases; 1) the era of in-house designers who lead building projects, 2) era of specialists, 3) era of project management, 4) era of externalities and privatization. This paper analyses the changing role of clients and how the environment society has been influenced these changes.

The organization of the Postal Architecture changes its style from public to private since 1886 as the starting point of the ministry of Posts and Telecommunications. The Postal Architecture has also the history that they have designed post offices, training facility for employee, employee's accommodation, hospitals, etc., and supervised their construction projects for 140 years over. This Study makes clear why Postal architects' project management has been established as architect's leading organization in the former ministry of Posts and Telecommunications (1886-1949) in the Meiji, Taisho, and early Showa era by study of related research books and thesis.

This study examined the "Problem Seeking method" that is a typical method of architectural programming, in order to clarify the establishment process and the nature of its methodology structure as well as the development process after established, and then, to determine whether it is valid for today's architectural programming practice. For studying these issues, we had multiple interviews with those involved in its establishment, and analyzed author's study-notes and a variety of literatures that seemed to have influenced on its establishment. As the result, it was clarified that the "Problem Seeking method" have been established based upon the accumulation of huge theoretical and practical experiences as well as useful theories, ideas and heuristic approach exerted from the studies on various problem-solving methodologies, and that the method must be a very practical approach for architectural programming.

Today in Japan, there happens emergence of various professions and diversification of delivery systems. However, some points of the current building system don't accommodate to such changes, so it could cause damage to buildings' quality. To this matter, this study treats cooperation between participants in a building project as one way of enhancing buildings' quality. In these days, designers and constructors had close communication and realized high quality buildings in many projects. So the purpose of this study is to show a decision making process of design contents in Kyoto Takaragaike Prince Hotel led by Togo Murano and to consider how designers and other participants, especially constructors cooperated in this project.

Today, there are some problems in construction projects, for example, insufficient communication between designers and constructers, confusion about roles and responsibilities, and so on. On the other hand, in these days, designers and constructers had close communication and realized high quality buildings in many projects. This study aims to show a decision making process of design contents in such projects. As a typical one, this study deals with Tokyo Metropolitan Art museum designed by Mayekawa Associates, Architects & Engineers, based on interviews to parties and examinations of drawings and specifications and shop drawings.

Today, there are many construction failures in many parts in Japan. This is attributed to the fact that there are some problems in the building construction system. The authors assume that the quality assurance system in construction is composed of four levels. The first level is “law” such as the building standard law. The second level is “standard” such as JIS, JAS, JASS, or the standard specification. The third level is “plans in a particular project” such as drawings, particular specifications, working drawings, construction plans, or working instructions. The fourth level is “the technology/skill of the engineer/craftsman”. The quality is to be assured by the complementary relationship among these four levels. These days, projects are getting bigger and more complicated, the procurement system is diversifying, and the technology is advancing. However, “law” doesn't correspond to these changes, and “plans in a particular project” which formerly complemented “law” are not enough now. Therefore, this study focuses on the following aspects.1. Clarify the quality assurance system from the view points of the four levels.2. Clarify the actual conditions of the quality assurance system.3. Clarify the mechanism of the construction failures by using descriptive models.
