小特集 : 高橋誠一郎の経済学深刻な流動性危機に悩む16世紀末葉のフィレンツェ。文運に恵まれた商人B・ダヴァンツァーティの残した講義録『貨幣論講義』は, 近代的な貨幣理論の曙を告げる作品であるとともに, その基礎としてイタリアの古い効用理論を継承し, 17世紀へ伝達する成果でもあった。この論文は『貨幣論講義』の主要内容を整理・紹介し, その意義を考える覚え書。Florence was suffering from a severe liquidity crisis in the end of the 16th century."Lezzione delle Monete," a transcript of lectures left by the culturally endowed merchant B. Davanzati, marked the dawn of modern monetary theory based on the old Italian utility theory. This lecture also played an indispensable role in the transmission of the Italian way of thinking to the 17th century. The present note intended to organize and introduce the main contents of the "Lezzione delle Monete", and consider its significance.

会長講演この講演の前半では, 日本におけるコーポレートガバナンス改革のこれまでの経緯を振り返った上で, そのこれからを展望する。2015年にコーポレートガバナンス・コードが策定されたことは, これまでの改革の大きな成果の一つだといえる。講演の後半では, 銀行のリスク・ガバナンス強化という課題をとりあげ, そのためのリスクアペタイト・フレームワークという考え方を紹介する。ガバナンス改革をめぐる課題は, 銀行についていうと三つである。すなわち, 執行と監視の分離による取締役会のモニタリング機能の強化, 内部監査機能の強化, それからリスクアペタイト・フレームワークの構築である。In the first half of this lecture, I survey the prospects of the corporate governance reform in Japan after having looked back on its past process. It can be said that it is one of big achievements of the former reform that Japan's corporate governance code was settled on in 2015. In the latter half of the lecture, I take up a problem as strengthening the risk governance of banks. Concerning the problem over the governance reform about banks, there are three challenges. Those are the enhancement of the monitoring function of the board of directors by the separation of the executives and the monitors, the strengthening of the internal audit function and the construction of the risk appetite framework.

会長講演本稿では, 1970年代後半から80年代半ばに(西)ドイツの歴史学において議論された問題, 「歴史的社会科学」か「社会史の文化論的転回」かという議論に焦点を当てる。歴史的社会科学とそのパラダイムに対抗した「日常史」・「歴史人類学的社会史」における歴史研究の方法と観点, 問題設定や研究対象に関する議論を追い, この「社会史の文化論的転回」への歴史研究の展開過程を解明する。欧米の歴史学との比較において(西)ドイツ歴史学の特徴を浮き彫りにする。This study focuses on a problem discussed from the mid-1970s to the 1980s in West Germany : the controversy over ,,historical social science" or ,,cultural turn in social history." This study follows discussions regarding approaches, aspects, question setting, and subjects of historical studies in ,,everyday history" (Alltagsgeschichte) and ,,anthropological social history" (Anthropologische Sozialgeschichte) as opposed to historical social science and its paradigm. Further, it investigates the process of how the ,,cultural turn in social history" evolved. In addition, this study compares (West) German historiography with traditional and social science historiography, in the process clarifying its characteristics.

論説はじめに1. 景気循環論の研究計画(1)2. 景気循環論の研究計画(2)3. モルゲンシュテルン論文の影響と研究計画(2)の断念4. 「転換」点としての「経済学と知識」 : 景気循環論の研究計画(3)5. 結論ハイエクの理論経済学から社会哲学的な自生的秩序論への研究領域の「転換」は、ハイエクが経済分析に伴う知識論についての見解を論理経済学の範囲を超えて追求しようとしたことを意味する。初期ハイエクの景気循環論はミュルダールに批判され、ハイエクは均衡分析に期待や予見の要素を組み込むという研究計画を立てた。しかし均衡分析に完全予見の想定を組み込むことの難点などが認識され、また、1935年のモルゲンシュテルンの論文はその研究計画に決定的に断念を迫るのものであった。The "transformation" of the area of study by Hayek from theoretical economics to the social philosophy of his theory of spontaneous order meant that he sought to expand his theory of knowledge accompanying economic analysis beyond the scope of theoretical economics. His early study on business cycle was criticized by Myrdal, and thereafter Hayek came up with a study plan that incorporated factors of expectation and foresight into his equilibrium analysis. However, he recognized the difficulty of incorporating the assumption of perfect foresight into equilibrium analysis, and the paper published by Morgenstern in 1935 pressed Hayek to abandon his study plan decisively.

論説この論文では, 資本規制に強く規制された銀行が, 所定の資本比率を達成するために, 不良融資を追い貸しで存続させるメカニズムを分析する。銀行への経営統治が弱体であり, 政府が会計操作を許容するとき, 経営者に不良融資を存続するインセンティブが生じることが示される。後半では, 追い貸しの検証をこころみる。90年代以降, 地価下落が進むにつれて, 建設・不動産・金融への融資を増加させるという検証結果が見出され, 追い貸しがあった形跡を示唆している。This paper analyzes the mechanism compelling banks that are heavily regulated by capital requirements to continue forbearance lending for bad loans to achieve a designated capital ratio. It indicates that when the corporate governance of banks is weak and the governments allowed for window dressing, incentives emerge for managers to continue forbearance lending for bad loans. In the letter half, we verify forbearance lending. Empirical results reveal that as land prices declined since the 1990s, loans for construction, real estate, and finance increased, suggesting evidence of forbearance lending.
