There are now widespread concerns about human rights issues and human rights education. In this paper, the author has attempted to clarify the concept of human right and to point out a new issue of human rights education by analyzing a historical development of the concept of human rights. The following are several theoretical-practical topics, for example, the right of the child as a new human right, the real significance of the civil right as the natural right, the human dignity as a fundamental element of human rights, and so on.
