The purpose of this study is to clarify the current status of learning support as a measure to prevent children's poverty in A prefecture in Chugoku and Shikoku region, and to consider the tasks. In this study, interviews and observations were conducted. As a result, the following four points were raised regarding the tasks of learning support as measures for poverty of children in A prefecture. The first task is that the A Prefecture Board of Education works together with the welfare department to think the community future cram school and "children's learning support project" as a child poverty countermeasure. The second task is to establish a universal system in mountainous areas, and a selective system based on academic ability in plain and urban areas. The third task is to clarify the division of roles to make the cooperation of actions related to learning support as a countermeasure for children's poverty work. The fourth issue is to reexamine the purpose of "Children's Learning Support Project" and "Regional Future School".

本研究は,「少人数教育」としての「複数担任制」について参与観察調査とその児童・保護者への質問紙調査,そして担任教員に対するインタヴュー調査からその意義と効果を明らかにすることを目的としている。調査結果の分析から,次に示す知見が得られた。①副担任教員の存在は,何よりも児童の多面的なケアに効果が認められ,とりわけ事例学級たる1 年生にとっては必ず教室に教員がいる状況に意味がある。②授業展開において,副担任教員は個別指導や机間巡視等,補助教員としての機能を有効に果たしており,1 年生の学習習慣の定着に大きな効果が認められた。③個々の児童へのケアや教科指導だけではなく,採点やノート点検等の教務事務,また教材準備や教室整備等の役割を分担し,広く学級経営の改善に役立っている。本論は加えて「少人数学級」と「複数担任学級」の比較も含めて,少人数教育を費用効果の点からも検討し,今後の政策設定の在り方を示唆した。This study aims to examine the significance and effects of two teachers' class as a part of system of 'Education with the low student to teacher ratio'. Through participatory field work, questionnaires to children and their parents, and interviews to classroom teachers, the following findings were gained. i) The effect of the second classroom teacher is remarkable to take care of children in many matters. In particular, it is meaningful that any teacher can always stay in a classroom for 1^<st> grade children. ii) The second classroom teacher can play the role of an assistant teacher effectively in personal instruction and circulating among children. Therefore it can be recognized that this system has much effect to establish study habit among 1^<st> grade children. iii) Two teachers share the role of not only care of children and subjects teaching but also some other office work like marking, checking notebooks, preparing teaching matters and classroom maintenance. It makes for the improvement of class management. This paper also examines the significance and effects of education with the low student to teacher ratio with the comparison between small class and two teachers class from the viewpoint of cost benefit. And it suggests how to set up future policy on this matter.

本研究は,「少人数教育」としての「少人数学級」について,3 つの調査からその意義と効果を明らかにすることを目的としている。この調査は,小学校4 年の35 人以上の3 クラスと25 人以下の3 クラスを対象とする参与観察調査とその児童・保護者への質問紙調査,そして担任教員に対するインタヴュー調査である。調査結果の分析から,次に示す知見が得られた。①学級担任教員の教務事務等における忙しさは,学級の児童数に比例している。②だが中堅教員にとっては,10 人程度の児童数の差はその指導方法を変えることによって対応可能であり,多人数学級で指導が困難と認識されていない。③児童・保護者への質問紙調査からは,多人数学級の方が授業理解度や学校生活の満足度において高く評価されている。これらから,教員の職務内容の充実度においては「少人数学級」の意義や効果は認められつつも,その設定は学校裁量に委ねられることの必要性が示唆された。This study aims to examine the significance and effects of small size class as one system of 'Education with the low student to teacher ratio' by three kinds of researches. These researches were done in three classes with more than 35 children and another three classes with less than 25 children of 3^<rd> grade of primary schools. These researches are participatory field work, questionnaires to children and their parents, and interview of classroom teachers. The following findings were gained by the analysis of these researches. i) Busy condition of classroom teacher is in proportion to the number of children of the class. ii) It is possible for the middle aged teachers to change the teaching methods according to the class size within around 10 children gap. And they understand that it is not difficult to teach children in a big class. iii) Big classes are evaluated higher than small classes in the understanding of lesson and the satisfaction of school life by children and parents in questionnaire. Therefore the significance and effects of small class are recognized for the improvement of teachers working and it is suggested that the school autonomy to decide the class size is necessary.

The purposes of this study were to verify educational procedures and their effects which aimed to facilitate reflection on pre−exiting knowledge and framework about school management in school managerial staff training setting. In this study, the case which showed characteristics of management style relied almost entirely on teachers' personal ability, was adopted. Trainees were 42 headteachers. After trainees discussed the case, trainer question trainees' in−use concepts and address the fundamental reason for trainees' evaluation of managerial style of the case. Some results of these reflective training about school management were as follows.1)25(59%)trainees made reference to their finding of their own conventional way of school management in post session assessment.2)Frequently−appearing words of trainees' post session assessment, were the words which were introduced to explain organizational characteristics of school organization, and limitation of the conventional managerial way of school.3)Trainees' evaluation for degree of understanding and degree of availability were both relatively high.
