The objective of this study is to estimate customer interruption cost by analyzing survey responses and comparative examination between it and the estimation value by the economic macro method or the example of America and Canada. The power interruption cost is considered as one of the useful index for evaluating the expansion planning or the operation of power system facilities from reliability. It is also considered to become more important index in the recent development of integrated resource planning in which both supplier's and customer's resources are equally dealt with. This paper reports the estimation results of customer interruption costs based on the three years survey from 1992 to 1994 conducted in HOKKAIDO and for various kinds of customers.

Under the current deregulation of electric utility industry, power system planning has become more complex. System planners are required to study how to use the available resources to meet customer's demand economically with an acceptable reliability and quality. The integrated resource planning is emerged as one of the effective approach for this problem recently and the approach has been expanded to include the value of reliability, that is, power interruption cost. This paper is aimed to develop a flexible decision method to select a favorable plan among various transmission system expansion alternatives, not only from power supplier's view point, but also from customer's perspective including cost of interruption. Bellman-Zadeh's maximizing decision using fuzzy decision set is applied as an flexible decision method which is able to reflect the planner's intensions. Numerical examples are shown to ascertain the effectiveness of the proposed method.

In is expected that electrical energy storage facilities will be installed for improving load factor. Although there are no constraints for places to install, ordinarily, a site is considered as a possibility if it is one where transmission loss is minimized or where voltage or frequency can he easily controlled by setting up storage facilities. If storage facilities are installed at load buses, electric power would be maintained by supply from the storage facilities to the loads, even when outage should occur at the power source side of the buses in question. In this paper, the authors propose a method to determine the arrangement of storage facilities, for the objective of minimizing the cost of interruption of electrical service, assuming that the facilities are installed at load buses. The problem is formulated and solved by using the dynamic programming method. From the examples, it is confirmed that we can reduce the cost of interruption by the ratio of (maximum output)/(interrupted load), if the corresponding maximum capacity is 2?5 times larger than the mean outage duration time, and also it is confirmed that it is better to install larger storage facilities for larger capacity loads and for loads with larger mean outage duration time.

Various models for the equivalent circuit of EDLC (Electric Double Layer Capacitor) have been presented so far. The multi-stage connection of RC circuit is a representative model to simulate the EDLC's charge-discharge characteristic. However, since high energy density type EDLC for electric power storage has the electrostatic capacity of thousands F, the phenomenon of being almost uninfluential for the case of conventional capacitor appears in an actual measurement notably. To overcome this difficulty, we develop an equivalent circuit model using a nonlinear model that considers the voltage dependency of the electrostatic capacity in this paper. After various simulations and comparison with experimental results, we confirmed the effectiveness of the proposed model.

環境負荷の少ない自然エネルギーの有効利用促進において、天候に左右されずに出力制御可能な自律型太陽光発電(PV)の開発は有効なアプローチであると考えられるが、その実現には、PVと電力貯蔵装置とのハイブリッド化が不可欠である。本研究は、既に開発済みの、PVと電気二重層キャパシタからなる蓄電装置ECSを組み合わせたPV-ECSシステムを改良し、オンライン気象情報による日間のPV発電量推定値を用いて最適運用制御を可能とする、インテリジェント機能を持った系統連系型PV-ECSシステムの開発を目的としてきた。得られた研究成果を以下に要約することができる。(1)既存のPV-ECSシステムを対象に、双方向インバーターを採用し、PV最大出力点運転と定電力運転間の運転モード切替に伴う、インバーター出力波形のスパイク発生を抑制した。また、キャパシタのバンク切替モードが3段から2段に改められ、エネルギー効率の改善を図られた。(2)直達日射に関するHottelの式、散乱日射に関するLiuおよびJordanの式に基づき全天日射量の理論および実用推定式を開発し、これにより日間のPV総発電量の予測推定方式を確立した。(3)翌日のオンライン気象情報によるPV出力の理論値と実測値から、快晴時の理論出力を基準とする天候状態ごとのPV発電係数を統計的に推定し、PV発電係数、理論出力および3時間ごとの天気予報とから、翌日のPV総発電量を推定した。(4)日間のPV総発電量の予測値を用いて、PV-ECSシステムの負荷平準化機能の最大化に必要な、系統からの供給電力パターン決定アルゴリズムを開発し、システムに導入した。(5)実証試験により、その有効性を検証しシステムの実用化に向けての基盤を確立した。
