Mesospheric optical phenomena(including sprites) are becoming an interesting subject from the standpoint of atmosphere-ionosphere coupling. This paper deals with our observation of sprites associated with winter thunderstorms in the Hokuriku area and we show the characteristics of those sprites and their parent lightning discharges. Although the scale of Japanese lightning in winter is very small as compared with the MCS (Mesoscale Convective System) for the summer continental lightning, the essential quantities (polarity, charge transfer etc.) are found to be nearly the same as those for those MCS. However, there might be required an additional factor, such as the self-organization of the lightning.

By specifically designating penetrations rates of advanced meters and communication technologies, devices and systems, this paper introduces that the penetration of advanced metering is important for the future development of electric power system infrastructure. It examines the state of the technology and the economical benefits of advanced metering. One result of the survey is that advanced metering currently has a penetration of about six percent of total installed electric meters in the United States. Applications to the infrastructure differ by type of organization. Being integrated with emerging communication technologies, smart meters enable several kinds of features such as, not only automatic meter reading but also distribution management control, outage management, remote switching, etc.

This paper has investigated a surge propagation characteristic on a crossbonded cable by applying a homogeneous model in comparison with a normal-bonded cable. It has been found that the former is basically determined by the inter-core mode of propagation and results in a surge voltage becoming a rather smooth and sinusoidal-like waveshape of which the oscillating frequency corresponds to the propagation velocity of the mode. On the contrary, the latter is dominated by the coaxial mode, i.e. the core-to-sheath mode, on each phase, and the surge voltage is square-like. The propagation velocity of the inter-core mode is roughly given as a difference between the coaxial and the earth-return mode velocities, and thus is smaller than the coaxial mode velocity. The maximum overvoltage on the crossbonded cable is greater than that on the normal-bonded cable in a tunnel-installed cable as is well-known, while the former has been found to be smaller in a directly buried underground cable.

This paper describes a prospect toward electric power production by the Fusion energy. In the first part of the paper, a principle of TOKAMAK system which is the successful magnetic-confinement-systems for fusion reactors are shown, and then the ITER project based on TOKAMAK and the present status of ITER is reviewed. In the remainder of the paper, a roadmap for fusion energy and conceptual designs of Demonstration reactors are briefly described.

Photovoltaic power plants and wind turbines are eco-friendly power generators that utilize solar energy and wind energy, respectively. Many large-scale photovoltaic power plants have been constructed using government subsidies. Large-scale photovoltaic power plants are usually constructed in large open spaces that contain some tall structures. Therefore, such large-scale photovoltaic power plants are likely to attract lightning, which may result in the malfunction or breakdown of the electrical and electronic equipment. In this study, overvoltages generated when a lightning strikes a structure anchoring photovoltaic panels are measured using a 1 : 10 scale model. Additionally, the measurements have been verified using the FDTD (finite-difference time-domain) method. The mechanisms of the overvoltage generations on an actual-scale photovoltaic power plant have also been clarified.

In this paper, we studied how to forecast next-day hydropower energy expected output based on the past rainfall record in the reference area. Tank model, which has been conventionally applied for this type of forecast has been improved by employing Kalman Filter stepwise estimation, to accommodate seasonal and yearly variations of rainfall water runoff conditions. Our Kalman Filter Tank Model (KF-Tank Model) yielded a broader choice of parameters while maintaining acceptable level of average forecast errors of about +/-0.05[PU] per forecast period. Further, it is shown that the error correction mechanism of the KF Tank Model can remain robust for snow-falling and snow-melting seasons, without calling for parameter revisions of the model.

Local power systems (66kV) are served from the 275kV or 154kV substations. In order to maintain power supply reliability, the transmission lines are connected to several substations, and the operational configuration is radial. Since practical local power system has a number of transmission lines, many configuration candidates occur. It is expected to effectively evaluate these configuration candidates from various viewpoints such as reliability of power supply, transmission loss and so on. In this paper, the authors propose a multi objective evaluation method by using deterministic and probabilistic approaches for local power system configuration. In the proposed multi objective evaluation method, after selecting system configuration candidates which satisfy N-1 security by using an optimization method based on Boolean function, these candidates are evaluated from viewpoints of expected outage time, transmission loss and facility operation rate. In order to check the validity of the proposed method, numerical results are shown for a practical local system model with about 39 × 10<SUP>27</SUP> configuration

Superconducting generators have many advantages such as increasing generation efficiency and improving power system stability etc. In Japan, 70MW class superconducting generators have been developed through the national project"Electric Power Application of Superconducting Technologies (1988-1999)". <BR>In this paper, performance evaluation of the rotor damper structure for the 70MW class model generator is discussed. Double-layered damper structure, which consists of a squirrel-cage warm damper and a single-layered cold damper was set as the target. As the first step, basic electromagnetic and thermal performances were obtained through the experimental model. In the following step, the 70MW model rotor damper structure was designed based on the experimental results and the rotor was manufactured. Evaluation of the damper structure of the 70MW rotor was carried out in the verification test from the technical view point of 'unbalance current capability', 'flux shielding' and 'generator reactance' etc. and satisfactory results were obtained. Consequently, it was proven that the damper structure had the performances to satisfy the requirements of the superconducting generators. Performances obtained from the experimental model, design of the 70MW model rotor and evaluation by the verification tests are described in this paper.

With the high economic growth era until 1990s, the power demand increased sharply year by year. Therefore, the electric power utilities installed many electric power facilities along with the predicted demand. However, in recent years, fewer infrastructures have been installed because electric power demand growth is saturated due to low economic growth. Therefore, in electric power facilities planning, it has been necessary to form a rational renewal planning which also considers social influence factors such as the construction quantity. In this paper, we propose a new transmission renewal planning method using Supply-end Reserves and Line Flow Sensitivities. We carry out simulations for the IEEJ EAST 10-machine -O/V model system and determine the transmission planning priority order to confirm the validity of the proposed method.

One of the common problems faced by many electric utilities concernes with the uncertainty from both load forecast error and generating unit unavailability. This uncertainty might lead to uneconomic operation if it is not managed properly in the planning stage. Utilities may have many operational tools, e.g. unit commitment, economic dispatch. However, they require a proper operating strategy, taking into account uncertainties. This paper explicitly demonstrates how to include the uncertainties to obtain the best operating strategy for any power systems. The uncertainty of the load forecast is handled using decision analysis method, meanwhile the uncertainty of the generating unit is approached by inclusion of risk cost to the total cost. In addition, three spinning reserve strategies based on deterministic criteria are incorporated in the development of scenario. Meanwhile, Mixed Integer Linear Programming method is utilized to generate unit commitment decision in each created scenario. The best strategy which gives the minimum total cost is selected among the developed scenarios. The proposed method has been tested using a modified of IEEE 24-bus system. Sensitivity analysis with respect to the number of unit, expected unserved energy price, standard deviation of load forecast, and probability of load level is reported.

In the power sector, the national government has set the goal that the introduction of PV reaches 53 million kW by 2030. However, large-scale introduction of PV will cause several problems in power systems such as surplus electricity. We need large capacity of pumped storages or batteries for the surplus electricity, but the construction costs of these plants are very high. On the other hand, in the transport sector, Electric Vehicle (EV) is being developed as an environmentally friendly vehicle. To promote the diffusion of EV, it is necessary to build infrastructures that can charge EV in a short time; a battery switch station is one of the solutions to this problem. At a station, the automated switch platform will replace the depleted battery with a fully-charged battery. The depleted battery is placed in a storage room and recharged to be available to other drivers. In this study, we propose the use of station's battery as a countermeasure for surplus electricity of PV and evaluate the economic value of the proposed system. We assumed that 53 million kW of PV is introduced in the nationwide power system and considered two countermeasures for surplus electricity: (1) Pumped storage; (2) Battery of station. The difference in total annual cost between Pumped case and Battery case results in 792.6 billion yen. Hence, if a utility leases the batteries from stations fewer than 792.6 billion yen, the utility will have the cost advantage in Battery case.

SF<sub>6</sub> gas has excellent dielectric strength and interruption performance. For these reasons, it has been widely used for gas insulated switchgear (GIS). However, use of SF<sub>6</sub> gas has become regulated under agreements set at the 1997 COP3. So investigation and development for GIS with a lower amount of SF<sub>6</sub> gas are being carried out worldwide. Presently, SF<sub>6</sub> gas-free GIS has been commercialized for the 24kV class. Air or N<sub>2</sub> gas is used as insulation gas for this GIS. On the other hand, SF<sub>6</sub> gas-free GIS has not been commercialized for 72kV class GIS. Dielectric strengths of air and N<sub>2</sub> gas are approximately 1/3 that of SF<sub>6</sub> gas. So to enhance insulation performance of air and N<sub>2</sub>, we have investigated a hybrid gas insulation system which has the combined features of providing an insulation coating and suitable insulation gas. We have developed the world's first 72kV SF<sub>6</sub> gas-free GIS.<br>This paper deals with key technologies for SF<sub>6</sub> gas-free GIS such as the hybrid insulation structure, bellows for the high pressure vacuum circuit breaker, a newly designed disconnector and spacer and prevention of particle levitation. Test results of 72kV high pressure air-insulated GIS with the vacuum circuit breaker are described.

The secondary batteries for the electric vehicle (EV) generate much heat during rapid charge and discharge cycles, when the EV starts quickly consuming the battery power and stops suddenly recovering the inertia energy. The generated heat increases significantly the cell temperature and causes possibly bad influences on the battery performance and the safely requirement. So we have studied the thermal behavior of nickel/metal hydride (Ni/MH) battery during rapid charge and discharge cycles, applying our previous battery thermal model, which have been confirmed to agree with the experimental results at smaller charge current than the rated current. The heat sources by the entropy change, the hydrogen occlusion and the side reaction have been referred to the published data, and the overpotential resistance and the current efficiency, the ratio of main reaction current to charge current, have been measured experimentally through the rapid charge and discharge characteristics with constant current. By using these data our thermal model for Ni/MH battery has estimated its temperature increase, which agrees well with the measured temperature rise, with the root mean square error of 1.5°C and 2.1°C for charge and discharge cycles, respectively.

This paper presents a newly developed EDC (Economic Dispatching Control) function for Tohoku EPCO's new EMS system. In this new EDC, we can minimize total fuel cost under system security constraints such as "AFC margin considering band width and ramp rate in future band changing schedule" and "power flow constraint considering future maintenance schedule". We formulate EDC problem as "continuous variable (generator output) optimization" under "combinatorial optimization of band schedule". To optimize this problem, Problem Space Search method and interior point QP method are adopted. Test results and the actual operation show that, this new EDC can follow against steep increase and decrease of electric demand cooperating with AFC. This EDC has been operating successfully in Tohoku EPCO since June 2003.

Photovoltaic (PV) and Wind Turbine (WT) generation systems are expected to offer solutions to reduce green house gases and become more widely used in the future. However, the chief technical drawback of using these kinds of weather-dependent generators is the difficulty of forecasting their output, which can have negative impacts on commercial grids if a large number of them are introduced. Thus, this problem may hinder the wider application of PV and WT generation systems. The Regional Power Grid with Renewable Energy Resources Project was launched to seek a solution to this problem.<br>The scope of the project is to develop, operate, and evaluate a Dispersed Renewable Energy Supply System with the ability to adapt the total energy output in response to changes in weather and demand. Such a system would reduce the impact that PV and WT generation systems have on commercial grids and allow the interconnection of more Dispersed Energy Resources (DER). In other words, the main objective of this project is to demonstrate an integrated energy management system, or a type of microgrid [1], as a new way of introducing DERs. The system has been in operation since October 2005 and will continue operation until March 2008. Through the project period, the data on power quality, system efficiency, operation cost, and environmental burden will be gathered and a cost-benefit analysis of the system will be undertaken.<br>In this paper, firstly we introduce the concept of microgrid for reducing negative impact of natural energy, and secondly illustrate the structure of electric and thermal supply control system for Microgrid, especially for the Hachinohe demonstration project. The control system consists of four stages; weekly operation planning, economic dispatching control, tie-line control and local frequency control. And finally demonstration results and evaluation results are shown.

So far, as a part of NaBH<sub>4</sub>-H<sub>2</sub>-Fuel Cell study we have been through optimization of hydrogen production reactor size and operating conditions to reach 100% of hydrogen production rate. Moreover, the potential of NaBH<sub>4</sub>-H<sub>2</sub>-Fuel Cells were verified by testing a 1000mL pressurebuffer for steady hydrogen supply under variable load conditions within maximum limit of 1.2kW. However, the buffer used gives rise to decreased energy density of the system due to its big size relatively to other components. Hence, minimized buffer volume under the limit of applied conditions is required to compact the system. In this study, the pressurebuffer volume which satisfies load following as well as compact size is found. Load following ability is approved as a result of hydrogen generation system operation, which has 325mL and 170mL buffer volume at 0°C and 20°C respectively within load variation of the average load 700W, peak load 1200W and 2 seconds of load cycle. Furthermore, NaBH<sub>4</sub>-H<sub>2</sub>-Fuel Cell's energy density is calculated. At last, all these come into the result that NaBH<sub>4</sub>-H<sub>2</sub>-Fuel Cell has high usefulnessas a high density mobile power source over 2.7kWh.

This paper proposes novel techniques for the improvement of the convergence characteristic of step-by-step time integrations in nonlinear transient eddy-current analyses. The proposed methods, which are based on the time-periodic finite-element method and the explicit error correction method, can extract poorly-converged error components corresponding to large time constants of an analyzed system. The correction of the extracted error components accelerates the convergence of transient calculation efficiently. Furthermore, we extend the performance of the proposed methods in nonlinear problems. Some numerical results that verify the effectiveness of the proposed methods are also presented.

We developed a multifunctional vacuum interrupter that has three functions: current interruption, disconnection, and earth operation in a vacuum vessel. Using the multifunctional vacuum interrupter, we realized 24 kV, 630 A, 25 kA rated switchgear that do not use SF<SUB>6</SUB> gas. In addition, we could downsize the switchgear greatly compared with conventional switchgear by applying excellent vacuum insulation characteristics. In this paper, we report the backgrounds and the solutions of the following technical problems regarding vacuum insulation inside the multifunctional vacuum interrupter: (1) Improvement of breakdown voltage between the vacuum vessel and high voltage flexible conductors, (2) optimization on the shape of shielding electrodes set at both ends of an insulating rod, (3) removal of conductive micro particles and improvement of breakdown voltage between contacts by using AC working voltage, and (4) identification of long-term reliability of vacuum insulation under the continuous application of AC working voltage.

In recent year, power generation from renewable energy sources is comming up. Particularly, wind power generation is attractive because of it's advantages like, pollution free, no fuel cost, abundantly available in nature etc. However, the generated power is fluctuating and it mainly depends on the wind speed. These fluctuations will arise the bus voltage fluctuations and will cause power oscillations. A superconducting magnetic energy storage (SMES) unit based on a self-commutated inverter using Gate-turn-off (GTO) thyristor is capable of controlling both the active and reactive power simultaneously and quickly. <BR>In this paper, control system conguration for active and ractive output power control of the series and parallel compensator which applied SMES is presented. Furthermore, this paper also describes the effectiveness of generating power leveling of transmission line and compensation of the generator's terminal bus voltage instantaneous sag. It is show through simulations, that the controlling sequence of charging and discharging of the SMES coil effectively damps out the generator's terminal bus voltage fluctuations and transmission line power oscillations.
