Japan has become the age of declining population. Declining birth rate policy is almost the same as in national and local governments. On the other hand, out of business the number of small and medium-sized companies to increase regardless of industries in recent years, the number of state out of business exceeds than establishments continuing. In response to this situation, business survival, inheritance policy national and local governments, according to various economic organizations, economic support is mainly. In this paper, I have found the potential to function as means to suppress the population decline in business succession policy. So this paper was taken up in the center not only financial support, non-economic support. As the overall flow, after an overview of each business succession policy national and local governments, financial institutions, in cooperation with other organizations by local government, is discussed from diverse perspectives the way to progress smoothly business succession.

現在,企業の事業承継は,単に一企業の存続という問題ではなく,企業が所在する地域の問題となっている。地域において,存在意義がある企業が,後継者不在という理由により,廃業あるいは特定事業を停止するのは,社会的な損失につながる。このような状況に鑑み,政府は親族による事業承継だけではなく,従業員や第三者を含む事業承継の可能性を探り始めた。これは大きな政策転換であるといえよう。それはこれまで連綿と継続してきた親族による事業承継から,親族以外による事業承継を展望し始めたからである。このような政策転換の中心的な存在となるのが,各都道府県に設置された「事業引継ぎ支援センター」である。本稿では,この機関による活動を中心に取り上げ,インタビューを通しての課題や可能性について考察した。Succession of business on enterprises are the serious problem in areas that not problems as continuation, but the enterprise of one company just exists at present. It's tied with social losses that enterprises with importance of existence abolishes closure or specific business by reasons as successor absence in areas. Japanese government has begun to look for possibilities of the succession of the business including employees and third persons as well as the succession of business by relatives in view of such situations. If it's a big policy change, this is caught. In other words, it's because Japanese government has begun to view succession of the business by all except for relatives from succession of the business by the relatives who have continued continuously up to now. It's the "Business Handing over Support Center" installed in each urban and rural prefectures to become central existence of such policy change. This paper argued the activity by this engine was taken up in the center and it was considered about problems through interviews and possibilities.
