This paper addresses a proposition on revision of the Fixed-term Building Lease Law and some comments on the papers by Prof. Tamada, Prof. Fujii and Mr. Ozawa carried on the Japanese Journal of Real Estate Sciences No16. Especially, it criticizes the interpretation method on the articles of "Notice of Termination" and the proposition of "Introducing the Rule Preventing from Vacating in Misery" in Prof. Fujii's paper. It also examines that "Reservation System on the Future Contract of Continuous Tenancy" does not cause favorable effects for promoting use of Fixed-term Tenancy

We present the optimal tax reform about the property tax on land and housing in Japan. Since the property tax on housing, building and equipment becomes the obstacle to the capital formation on land, it should be abolished. On the other hand, the eff ective rate of property tax on land should be raised in order to attain the revenue neutrality for local government. The abolition of tax on housing induces the higher land price which can bear the increase in the property tax on land, so that such a tax reform would make everyone better off.

Our lifestyle and society have been changing caused by COVID-19. House is the foundation of life and housing policy in ‘post-COVID-19’ need to adapt such new daily life. 90% of Japanese homes do not meet the WHO housing and health guidelines for a minimum room temperature of 18℃ in winter. Promotion of warm homes by improving thermal insulation performance during new construction and renovation is expected to have the effect of preventing chronic disease, reducing frail risk and long-term care. This article introduces medical evidence on housing and health based on the nationwide intervention survey for 2,000-household / 4,000-residrnts and other large-scale studies done by authors.
