The purpose of this article is to clarify possibility of the welfare in today's urbanized community.The community-based welfare theory by Shigeo Okamura examines such a problem adequately. When a senior citizen or a handicapped person receives a support of the daily life, relations with a social worker and the other supporters are important.However, it is controlled greatly whether inhabitants accept such an activity at the same time.The dual community theory brings prosperity both in urban sociology and in social welfare studies.

This paper shows the changes in the migration and commuting flows in the three major metropolitan areas in Japan, Tokyo Osaka and Nagoya since Taisho Era (1910s). Although process of suburbanization began at Taisho Era, the rapid expansion of the commuting zone happened between 1930 and 1955.The main causes of this phenomenon were the evacuation of the metropolitan area to avoid loss of life from air raids in the wartime.However, institutional factors such as changes in the housing market, restrictions on population movement and the increasing availability of commuting allowances paid by employers all contributed to the significant expansion of the commuting zone.The most intense population growth in the suburbs was caused in 1960s and 70s by the residential careers of cohorts born in 1930s and 40s.They flowed into metropolitan centers from non-metropolitan area and after that they moved to metropolitan suburb due to their marriage or childbirth.After mid-1970s women who had flowed into metropolitan suburb before completed their child-rearing got employment again near their home. Therefore the numbers of the intra suburban commuters increased rapidly.It is a turning point of these three metropolises in 1990s.Since the outflow of population from metropolitan center decreased, migration between metropolitan center and the suburbs have been in equilibrium and the number of population of central city has increased.And the number of suburb-to-central city commuters has decreased.

In this paper, I analyzed about the Japanese residents consciousness harbored toward foreign residents using the data of local resident investigations conducted in Oizumi-town, Gunma Prefecture and Toyohashi-city, Aichi Prefecture.     Firstly, it became clear that “contact hypothesis” was supported in Oizumi-town. When they have contact with foreign citizens, their is a tendency to weak exclusive consciousness toward foreign people. On the other hand, “contact hypothesis” was not supported in Toyohashi-city.     Secondly, I analyzed about the contribution factor of “exclusive consciousness” using regression model. Then, it became clear that the “blue-collar worker” made an impact on the “exclusive consciousness” to foreign residents in both areas. Furthermore, the regression slope of the “ratio of foreign residents” in the “blue-collar” category is sharper than other categories. This would suggest that people who feel “threat” of foreign residents might have a tendency to express exclusive consciousness toward foreign residents.     Finaly, I analyezed about the model that social positions and the “ratio of foreign residents” had impacts on “exclusive consciousness” through “perceived threat”. Then, I found that “bluecollar worker” had an indirect impact on “exclusive consciousness” through “perceived threat” in Toyohashi-city.
