野田内閣は、皇室の活動を安定的に維持し、天皇皇后両陛下の負担を軽減するために、女性皇族が結婚後も皇室にとどまる「女性宮家」の創設をも視野に皇室典範改正案を取りまとめる方針を固め、ヒアリングを行いその内容を公表した。そこで示された「女性皇族が婚姻後も皇族身分を保持する案」と「婚姻後は、女性皇族は皇族の身分を離れるが、国家公務員として皇室活動を支援する案」の二案は、その後の安倍内閣の発足により白紙に戻されたが、皇位継承の安定的確保は、国家の根本体制にもかかわる重要な問題であり、先送りは許されない。本稿では、ヒアリングの内容を詳細に検討し、その論点を明らかにしたい。In October 2011, the administration of Noda released a report of establishing female Imperial branch familiesin light of decreasing numbers of Imperial Household members. The government also subsequently called forthe public's input on the report, but it remains unclear how the government of Abe, which took over in December2012, will handle the issue. Under the current Imperial House Law, sooner or later, a situation may arise in whichthere is no eligible candidate for the Imperial Throne. Stability of the Imperial succession is an important issue thataffects the country' s foundation. Therefore the prompt establishment of a system that will ensure the stability ofthe Imperial succession is an important for Japan. This paper reports the Advisory Council Report on the ImperialFamily by 12 experts.

日本国有鉄道(国鉄)の分割民営化後、JR 会社間の経営格差は拡大し、地方交通線問題は深刻さを増すとともに、夜行列車の衰退を招いた。国鉄分割民営化後、JR グループは資本関係のない別個の法人となり、会社間をまたがる直通列車について、JR 会社間の運行調整を必要とするようになった。この調整のために、追加コストが発生することとなった。本論は、夜行列車の収支試算を行った上で、「ステークホルダーアプローチ」に基づいて夜行列車の活性化を図る方法を提示する。

1950 年に発表された「抹香町」以降、徐々に醸成されていった川崎長太郎のブームは、平野謙が「新事態」と呼んだように、マスメディアの時代における文学について再考を促すものだった。本稿は、『自選全集』にも収録されず読まれないままになっている川崎の作品が、先行作品のメタ言説となっていることを明らかにし、次いでその作品を享受した女性読者を分析することで、1950 年代における小説(家)と読者の関わりの一端をあきらかにすることを試みたものである。

平成11 年には,「国旗及び国歌に関する法律」が制定された。東京都教育委員会は平成15 年に「入学式,卒業式等における国歌斉唱の実施について(通達)」を都立学校の各校長宛に発したが,近年,これに関連する訴訟が数多く提起されている。本稿では,平成23 年5 月30 日の最高裁判所判決を検討して,「君が代斉唱」と憲法19 条の思想・良心の自由に関する問題を考察してみたい。The Act on National Flag and National Anthem was enacted in 1999. The Chair of the Tokyo Metropolitan Board of Education, as of October 23,issued a circular notice to the principals of Tokyo Metropolitan high schools, etc. entitled "Circular Notice on the Implementation of the Hoisting of the National Flag and the Singing of theNational Anthem in the Enrollment Ceremony, Graduation Ceremony, etc. In this paper especially studies on May 30, 2011, the Supreme Court decision.

2000 年3 月の鉄道事業法改正により、旅客鉄道事業の退出は、従来の許可制から、原則1 年前の事前届出制に緩和され、以降鉄道路線の廃止が続出した。近畿日本鉄道(近鉄)は、同社が運営する内部・八王子線について、長年にわたって乗車人員減少に伴う営業損失が続いていることを理由として、BRT(バス高速輸送システム)への転換を提案した。これまで廃止された鉄道路線の多くが、営業損益の改善を見込めないことを理由として廃止に追い込まれてきたが、一方で不採算路線について費用対効果分析が実施され、社会的便益が会計上の営業損失を超えると判断された結果、行政より補助金投入がなされて、存続が実現している場合がある。内部・八王子線についても、費用対効果分析を実施した結果、鉄道存続の方がBRT 化よりも社会的便益がはるかに大きいことが明らかとなった。市民も株主として出資する第三セクター会社に同線の運営を継承させた上でかつ特殊狭軌路線として維持することが、最大の社会的便益かつ最小の公的負担額を実現し、市民の利用を最も促進することができる方策である。The revisions of the railway business act in Japan result many abolition cases of unprofitable railways.Kintetsu corporation expressed a conversion of Utsube and Hachioji lines from railways to Bus Rapid Transit (BRT). But we must discuss whether unprofitable railways must be continued or abolished, based on the costbenefit analysis. There are many cases of realizing continuations of railways, since the local governments take into account that social benefits of unprofitable railways above operating profits of these railways. Based on the costbenefit analysis of Utsube and Hachioji Lines, we must discuss a measure that the local governments set up the third sector railway company, then citizens invest in this company. 近年、バス高速輸送システム(BRT)が鉄道の代替交通機関として認知されるようになってきた。近畿日本鉄道(近鉄)は、同社が運営する内部・八王子線について、長年にわたって乗車人員減少に伴う営業損失が続いていることを理由として、同線のBRT への転換を提案し、四日市市に対してBRT 転換の初期費用の補助を求める意向を表明した。鉄道を廃止して、バス専用レーンを設置した、旧鹿島鉄道代替バス(かしてつバス)の事例では、乗車人員の回復や地価下げ止まり効果は確認されていない。定時性が確保されかつ運営費用が低廉という利点だけでBRT 化を進めるのではなく、鉄道の存廃について、社会的便益の観点で検証することが肝要である。The Kintetsu corporation expressed a plan of a conversion of Utsube and Hachioji lines from railway to Bus Rapid Transit. This paper discusses impacts by abolishing railways based on a case of Bus Rapid Transit after abolishing Kashima Railway. We must discuss a continuation of railways based on cost-benefit analysis.

少子高齢社会では、家族を超えた人と人とがつながるしくみづくりが必要である。本報告では、郊外住宅地での高齢者の居場所づくりの実践活動初期の様子を中心に報告する。伊勢原市愛甲原住宅は、高度成長期に開発された国家公務員のための住宅地である。高齢化が進む中、地域住民が主体的にディサービスセンターや小規模多機能居宅介護施設を開設するなど、地域の高齢者の暮らしを支えてきた。その地域住民によるNPO「一期一会」と東海大学および湘北短期大学の学生が、高齢者や地域の人が気軽に立ち寄れる居場所づくりの活動を平成25 年度から開始した。1 年間で6 回のイベントを実施するなど、少しづつ活動を広げている。In an aging society with fewer children, we need social networks supported not only by one family but also the community as a whole. In this research I report mainly about the initial stage of these activities that make alternative place for the elderly in suburban residential area. Aikohara residence in Isehara city, the location Icarried out this project, is one of the residential area for government service developed in the period of rapid growth in the postwar era in Japan. Local residents there have been supporting the lives of the elderly people independently, establishing day care facilities and multifunctional long-term care in a small group home. In 2013,the NPO "ichi-goichi-e"and the university students (Tokai and Shohoku University) started the project to build a comfortable place which is available for local residents and elderly adults. We are now gradually spreading the activity, holding six events in a year.
