This paper describes the calculation results of the potential quantity of available water resources in each prefecture. At present, there is only the data of the potential quantity of available water resources which is divided into 14 areas in Japan. It is inadequate discussion about the water resources with a viewpoint from prefecture level, so the authors adopt new calculation method. The authors focus on the regional characteristics of potential quantity of available water resources from stochastic method analysis, coefficient of variation and rate of water resources use. Kagawa, Osaka and Saitama have small amount of the potential quantity of available water resources, large coefficient of variation and high rate of water resources use. So the authors estimate that the possibility of water shortage is high in these prefectures.

We measured the sensible and latent heat flux on the glass roof with water pond and the grass yard at the Oasis2l. The sensible heat flux on the water pond was 1/10 times larger than on the grass. The Bowen ratio is 2.0 on the grass and 0.2 on the water pond. And we suggested a possibility that the measurement of sensible heat flux above the void area using Scintillometer. The heat flux and temperatures around grass surface was calculated by numerical models. In as a consequence, the flux value was calculated almost properly. The thermal impacts of Oasis2l that the influence to the around thermal environment and radiant environment and so on are confirmed.

Room air temperature is recommended to be kept 28℃ for conservation of energy today. For human thermal comfort in room temperature of 28℃, it is likely to need personal control of the men dress lighter and, an increased air velocity. The present paper, by questionnaire survey in office at air temperature of 28℃, and experiment with subjects and thermal manikin of various clothes at chamber shows how human may feel to environment with air temperature of 28℃. Additionally, it is proposed to comfortable condition at room temperature of 28℃ in office as clothes, air flow, and radiant temperature.
