It has been 10 years since the Great Hanshin-Awaji Earthquake. During this decade, temporary houses privately built have taken a significant role for the recovery process from the earthquake damages. This study firstly shows how many private temporary houses (PTHs) have still existed and disappeared, secondly analyses the characteristics of long life PTHs, and thirdly explores how to utilize the empty plots after PTHs disappeared. As the result of survey, 844 PTHs have been existed and 810 disappeared between 2000 and 2004, It is found that a considerable number of PTHs has continuously existed today in the areas where urban redevelopment and land readjustment programmes have not covered. At the same time, many PTHs had disappeared with the progress of land readjustment programme but empty plot after PTHs disappeared have not always replaced permanent houses.

This study aims to clarify the realities of the moving out of the residents after the land reajustment project following the great Hanshin-Awaji earthquake. We made a questionnaire of the residents in the Misuga-nishi district, Kobe City where the project was enforced. Clarified points are as follows: 1) The population of the district is 60 percent of pre-earthquake and 60 percent of current residents have moved in from outside the district. 2) Half the number of the residents who moved out maintain a relation to the district where they had lived before the earthquake. 3) Details of the moves of the residents are varied and lasted for an unstable residence period of varing lengths. Only the residents who owned their own houses were able to evade an unstable residence period. 4) The residents who had an unstable residence period depended on facilities and human relations in the district where they had lived before the earthquake. Moreover, they evaluated the environmental characteristic as high. The difference of the dependency on community support influences the achievement level of the residents in reconstructing their lives.

This study will track the reconstruction process of the urban area devastated by the Great Hanshin-Awaji Earthquake and clarify how the change of characteristics of houses/urban districts has affected the "isolation" of residents. We made a questionnaire survey on the residents in the public housing at the Tsukiji district, Amagasaki City where the Residential District Improvement Project was enforced. Clarified points are as follows: 1. Family units that moved in to the public housing from a detached/row house showed a larger percentage of "isolation" than the ones from an apartment house. 2. The degree of "isolation" differed according to what floor the residents lived. Family units living in the 1st-2nd floor showed a smaller percentage of "isolation", but the ones living in the 3rd floor upper showed an extraordinary larger percentage of "isolation". 3. What can control "isolation" is to have a chance of a natural exchange with the vicinity residents. An intentional plot to urge an exchange will not function well for the already "isolated" residents. A space design, which secures an exchange with residents on a day-to-day visual/traffic line base, is required.

本研究は,2006年に制定された住生活基本法とそれにもとづく一連の住宅関係法制を「住生活基本法体制」とし,その到達点を明らかにすることを通して,人間らしい住まいと環境を享受できていない居住弱者の実態を明らかにし,居住弱者をなくし国民の住生活の向上を図るうえでの課題を導こうとした。住生活基本法と住宅セーフティネット法の法的性格を検討し,ホームレス,若者,被災者等の居住弱者の実態を明らかにし,居住貧困に対して住生活基本法体制及びそのもとにある住宅セーフティネット法とその改正の施策について評価を加えた。

This study aims to identify geographical distribution of private temporary housing (PTH) and to understand how PTH has been constructed in Kobe city since Hanshin-Awaji great earthquake. According to 1997 survey, 2927 units of PTH are built and pre-fabric building type is the most popular. PTH has contributed to reconstruction of housing and of local industry because the buildings are used for not only dwelling but also shop and work. Prospects of future development of PTH is that in the land re-adjustment programme areas majority of people who live there remove PTH and newly construct permanent housing in the case of exchange of the land. However, in the case of not large-scale exchange of the land PTH would continue to exist. In the re-development programme areas, it is obvious that PTH will be removed when the programme starts. In the other areas permanent housing will be built depending on owners' financial resources.

This study aims to describe the birth and to grasp the structure of Urban Pilot Project of the European Commission by investigating not only through documentary reference but also through the case study of Antwerp. From the results, UPP I has some characteristics as follows; 1) Any cities could apply for UPP I and be able to receive the subsidy directly. 2) Cities didn't need complicated process for UPP I 3) Innovative measures for urban regeneration and impinge on the formation of future urban policies. UPP I was very valuable source of revenue for these cities like Antwerp.

The large-scale residential quarter development which exceeds 50ha is done 374 cases. As for these residential quarters it is many in Tokyo and Osaka periphery. Japanese Newtown Act have made 49 Newtown. Japanese New town Act's law has been given expropriation right. Expropriation right was used 24. areas. Japanese New town Act's law because planned characteristic is strong.

This study explores characteristics and opinions of the occupants of private temporary housing (PTH) after the Great Hanshin Quake by questionnaire. Concerning to the floor space of PTH, 40-60 m^2 is most popular. The building costis 400-800 million yen. Many of the occupants built PTH in order to restart their business or to release from evacuation life. After building PTH, they have complained a lack of space but recognized PTH could make them obtain local information easily. Many PTHs are built in the reconstruction project areas. It does not mean the project brought incentive to build PTH. Contrarily, the project has prevented the occupants from building their permanent house. It is necessary to introduce financial support program because the occupants faced difficulty to prepare building cost.

This study aims to understand housing situation of Single Mother Households who are divorced or widowed in Japan. Recently, the greater rate of divorce or separation caused by changes in lifestyles and social status for women have been contributing to the growing number of Single Mother Households. However, these families are facing difficulties in seeking to be economically and socially independent As their income is just a fraction of the general households, under the profit-oriented housing provision, it is hard for many of them to own or rent housing because housing expenses for housing are still much of a burden for single mother households to bear.
