This study aims to clarify actual conditions and planning problems of new roadside retail areas where large stores stands on the first and the 2nd blocks from arterial roads. As for those retail types, 7 areas exist in Hokuriku-Koshin-Etsu regions. 6 of 7 areas have been formed after 1995 and lands of all cases were built by land readjushment projects. Those new roadside retail areas are 2-10 times larger than usual roadside retail areas. From zoning control methods I classify 7 areas into 3 types (limited type to commerce uses, mixed type of commercial and industrial uses, and mixed type of commercial and residential uses), and consider planning problems of each type.

This study aims to clarify the actual condition of big shopping stores' closing and the tendency of its uses after the closing by the research for 68 cities of Hokuriku-Koshin-Etsu area. The phenomenon of big stores' closing has increased since 1993 and have been observed in all prefectures. Because the depression is prolonged and finding the next commercial users is difficult, municipalities have positively participated in the uses planning after the closing since 1994 and uses have been diversified. Closing buildings or sites, which are located in important places, are thought much of in the central area revitalizing planning.

本研究は、非線引き都市における立適計画の内容を精査し、特に人口密度維持の観点から居住誘導区域指定の特性と目標人口密度設定との関係を明らかにすることを目的とし、非線引き都市のコンパクトのとらえ方を検証するものである。2018年5月1日時点で立地適正化計画の両誘導区域を指定していた非線引き都市42市中、独自アンケート調査に回答のあった33市を対象にした調査から、・非線引き都市の特徴には用途内人口率と用途内人口密度の低さがあること、・非線引き都市各自治体の担当部局の認識では、立適計画の策定意図は市街地のコンパクト化よりも事業補助を求める傾向が強いこと、・立適計画の策定に際し、居住誘導区域指定に効果的な人口密度要件を考慮している事例は3分の1程度に留まること、・人口密度維持の観点からみた居住誘導区域指定パターンには、高密度区域限定型、必要市街地範囲設定型、市街地構造再設定型、独自の土地利用基本計画準拠型が見られること等を明らかにした。

本研究は、地方都市の公立小中学校の再編実態を都市計画的観点から明らかにするとともに、非市街地部に存在する学校の拠点設定や拠点性の実態を示し、両者の関係性を明らかにすることを目的とする。調査結果から、1)地方都市の公立小中学校の再編の70%が非市街地部で起こっていたこと、2)公立小中学校へ都市マス上の拠点設定がされている事例は、休閉校が40校、存続・新設校が55校であり、非市街地部に立地するものが最も多いこと、3)学校再編と拠点設定の関係には、生活維持を担う施設を中心とした拠点エリアの併設施設群の一部に再編された学校が追加されてまちの中心に一体的な拠点を形成している「他中心施設併合拠点型」と学校の拠点性をつかって小さいレベルで拠点を形成している「学校中心小拠点型」の2型があること、4)市役所の支所があることで一体として学校に拠点性をもたせることができ、市役所の支所がない場合でも一定の生活利便施設の集積があることで学校に拠点性をもたせることができると考えられること等を明らかにした。

本研究は、集落地域整備法制定から30年が過ぎ、依然活用が低調に留まる現状を踏まえ、調整区域の開発管理の観点から集落地区計画を捉え、集落地区計画導入地区の現在の状況や他の緩和手法との関係性から調整区域の開発許可制度運用に与えた影響を明らかにすることを目的とする。適用した当該自治体では、圃場整備等営農環境が改善されたことを根拠に概ね当初の目標は達成したと評価しているものの、既存集落の環境改善や新規住宅供給等を個別に見ると、集落地区施設の整備は低調であり、地方都市を中心に宅地整備地区の充足がなされない地区も見られる。集落地区計画の後、市街化調整区域の開発許可制度緩和手法が充実する中で、集落法適用事例においても後続の制度の活用の仕方に格差があることを示した。以上の分析を踏まえ、調整区域の土地利用管理のあり方や集落法適用の今後のあり方を考察した。

This study clarifies the relation between expansion process of Urbanization Promotion Area (UPA) in the past and the designation of Residential Inducing Area (RIA) as recent Urban Facility Location Plan by comparative studies of 10 local cities. We analyze characteristics of the relation mentioned above, concretely aerial quantitative index and form of designated area, and discuss land use characteristics of removed area from RIA. The followings are concluded. 1) While removed area from RIA is generally larger in comparatively recent included area into UPA, the area which has been included in UPA at the first area division or in earlier revision is also removed widely in cities which have removed RIA at large scale.2) In the process of urbanizing there are 6 types of urban expansion form, on the other, there are 4 types of urban shrinkage form in depopulating. 4 types are ‘shrinking from peripheral part’, ‘sponge’, ‘shrinking along linking axis with another city’ and ‘finger’. Urban shrinking types of urban form depends on the extent of shrinkage.3) On the relation between removed area and location or densely inhabited district (DID), area having included in UPA at the 1st area division has different characteristic from area included in revision of area division. From the viewpoint for keeping DID or keeping balanced urban form, it is appropriate to be removed from area included in revision of area division. Regarding on land use, it proves appropriate that removied areas included lots of industrial area, roadside area and interchanges. But in the suburban area, because there are many examples including good infrastructure area with land readjustment especially in area included in revision of area division, careful verification on the appropriateness would be necessary.4) In the city of ‘shrinking from peripheral part’ or ‘sponge’, those forms are characterized by removing problematic area to reside, like industrial area, roadside or poor infrastructure area, on site. On the other, in the city of ‘shrinking along linking axis with another city’ and ‘finger’, which remove infrastructure area widely, RIA is designated on the convenience for public transit like railway or bus service line, depending not on appropriateness of removing areas characteristics. Because Urban Facility Location Plan seeks for city planning image in 20 years future, it is considered that some cities might set removing area widely not coinciding to actual shrinking situation. It might be natural that widely removing RIA, widely included appropriate area to reside, for example, good infrastructure area in suburban. And removing RIA widely reaches lastly at ‘finger’ formed by ‘compact plus network’ concept. But some local cities have no better public transit service network fundamentally. Therefore, the appropriateness of removing from RIA is verified carefully along each city situation.

The factors of planning alterations are industrial advance, magnification of administrative area by consolidations, motorization and developments disorderly into planned areas. The continuity of original plan can be recognized the continuation of the concept of sightseeing city, streets-system plan of ring roads and land use zoning.

Ryo-taro Kurotani was a better theorist of city planning in the era before World War II and this paper clarifies Kurotani's thought of city planning from his writings and practice as a mayor of Tsuruoka City. Kurotani had admired Shunji Miyao for about 40 years from 1901 and they had coincided with a thought that there was needed Confucianism for administration. Because Kurotani's ideal society was gemeinschaft by Confucianism, his thought about city planning was depended on Confucianism. According to his thought, the purpose of city planning was intensification of public happiness and he relentlessly denounced city planning with individualism and commercialism. Because his values from Confucianism coincided with British welfarism, he understood British city planning exactly and agreed with Raymond Unwin.

This study clarifies methods and characteristics of the first zoning designation by the city planning law(CP law) and the building regulation law(BR law) of 1919 in the cases of 43 small and middle scale cities. Zoning designation was delineated deliberately in order to limit zoning area into necessary minimum. General process of zoning delineation was from commercial, through industrial, to residential zone and zoning designation was obeyed zoning decision standard well. Although the first zoning system had only 3 zone-kinds, within such a limited situation best designation was sought in all examples. In many examples planners interpreted the zoning regulation as land use plan, not as building use regulation. Because zoning system was prescribed not under CP law, but under BR law, zoning designation was not utilized enough.

本研究は、地方都市における近年(線引き制度や開発許可制度を含む都市計画法改正のあった2000年以降)の逆線引き制度運用の実態を全国レベルの調査から把握し、その課題を考察したものである。逆線引き地区の把握については、道府県の担当部局や当該地区の市町へのアンケート調査で概要をつかんだ後、顕著な課題を示す特定の事例ついては、現地調査や当該市担当部局へのヒアリングを主としたケーススタディで詳細を分析した。その結果、逆線引き後の宅地化率は(1)物理的な開発困難地、(2)農振農用地区域の指定、(3)開発圧力の低さの3つを要因として比較的低いものの、逆線引き後に開発許可条例の適用地にする等、開発管理上問題のある事例が見られた。また複数の逆線引き地区を持つ都市計画区域では、保留人口フレームの減少や枯渇が逆線引きの動因となっている一方、持続的に逆線引き地区を捻出しつづけることの困難さや人口フレーム計算の非公表等、線引き運用の硬直性と密接な関係があることを明らかにした。

This study clarifies the first plan of post-war reconstruction city plan, which has not known its detail yet, and its planning process by investigation for 4 local cities, Kumamoto, Kochi, Okayama and Gifu. As results, the followings are summarized. 1. Residential district control and building removal during war time influenced post-war main streets plan strongly, 2. Residents and land owners requested as early permission for building own houses and shops as possible and local governments had started planning earnest in fall 1945, 3. In municipalities with strong leadership like a enlightening governor, a planning process advanced faster, 4. In each planning process, there was each ardent argument for future city conception, 5. As for new planning tool and technique every city almost acceded to central government's fundamental guideline.

This paper clarifies actual condition and problems of district plan (DP) system of “article 12-5, (1)-2-RO” in city planning law from analyses of guidelines by prefectural government and all examples in Japan and concludes as follows:1. “RO DP” type is recognized as important tool against sprawl in many guidelines but has been hardly utilized so far. This is a big problem.2. “RO DP” type consists of mainly concrete 4 application types: environmental improvement type, type for extant settlements, type for roadside areas, disordered developments prevention type.3. Effects of “RO DP” type are composed of “I DP” type effect, which provides new areas of good conditioning grid, and “HA DP” type effect, which preserves extant rural fabric, besides“RO DP” type effect, which regulates areas of buildings and houses randomly dotted.

This paper clarified an outline about the birth of Cyuou-douro street and the renewal process of buildings along the street and the change of vista. The improvement project of Cyuou-douro from 1922 to 1924 was the largest one in Nagano City of those days. The planning concept thought much of street view and vista toward Zenkouji-temple.Residents there also thought the appearance and fire prevention and built houses and stores.After then the redevelopment undertakings from 1970 to 2000 have made building height irregular and have spoiled the vista.Because the experience of the big project of about 80 years ago is peculiar to Nagano City, it is important to use it with caution for the future planning.

本研究は、地方都市における暫定逆線引き制度の運用状況と課題を明らかにするものである。アンケート調査やヒアリング調査、現地視察等を通じた実証的手法により、同制度の運用は1982年の特定保留区域制度創設以前に市街化区域編入された未計画的整備地区に対する運用が主であり、近年の運用は少ないこと、過去の同制度運用地区では、場所性と指定方針が概ね相関しており、行政の指定解除方針に妥当性が見られること、を明らかにした。他方で、現在の暫定逆線引き地区には課題が山積しており、用途存置予定地区では、地権者の土地利用意向が市の指定方針と異なるか、明確でないため暫定逆線引き解除に行政が踏み切れないこと、市街化区域編入予定地区では、人口フレームの減少により短期間に地権者の事業合意形成を得なければならない難しい状況にあること、用途地域解除予定地区では、開発が進んだため地権者間で土地利用意向が異なり、市街化区域編入、用途地域解除共に地権者の合計形成が難しく、暫定逆線引き解除が困難であることを明らかにした。

The purpose of this study is to clarify the transitional process of urban modernization in temple town. I analyzed the characteristics of it by selecting Nagano City of Meiji-Taisyo era as a case study and clarified the next points. 1) Nagano City had developed on the outside areas of old temple town. 2) There is the strong continuity in the way of thinking about the site selection of main urban facilities and streets planning between before and after the Meiji-Restoration. 3) The main road to Zenkoji-temple in temple town remained the same and the important street in Nagano City in Taisyo era. 4) Railroad and the station had affected much effect on the direction of urban development.
