This paper focuses on community-based power plants in Japan, and analyzes ways of citizen participation and schemes for revitalizing communities with these kinds of energy projects. Community-based power plants (CBPPs) utilize natural energy resources, such as solar, wind and hydro power, which are underused in communities. CBPPs are expected to not only be alternative energy resources but also effective triggers for community revitalization. For these purposes, CBPPs have been spreading in Japan, especially after the Fukushima nuclear accident in 2011. Citizens can participate in CBPPs by donating or investing money. Some people are also engaged in management and maintenance of CBPPs. Profits from selling electricity generated by CBPPs are shared by the investors, who are in most cases local residents. For some CBPPs, the profits are paid back as "community money," which can be circulated in these communities. In these ways, CBPPs can generate profits from natural resources and circulate the profits in local communities. In this paper, we investigate three CBPPs, one located in Tsuru City in Yamanashi Prefecture, and the other two in Yasu City and Hikone City, Shiga Prefecture. In Tsuru City, the city government issues public bonds, limiting the holders to city residents. In Yasu City, a kind of "community money" is used to collect money to build the CBPP, and it also contributes to increasing the sales of local shops. In Hikone City, residents who are interested in the CBPP have formed a group to invest in the CBPP. Based on several cases of CBPPs, including those described in our study, we can conclude that a moderate-sized project, proper methods of raising money, and positive support from local government are necessary in order for CBPPs to trigger community revitalization. More importantly, local people themselves should ensure that a proper CBPP scheme is developed in their community through participation and discussion.

商品先物取引には三大機能がある。第一は、価格の透明性を確保する取引の公開機能である。観念上の売買を約束事で演ずるに過ぎない商品先物取引だが、決済は実際の商売として守らなければならなく、そのために公益法人として取引所が仲立ちをしており、価格形成はガラス張りであり、市場流通のほかに様々な市場外の動きが活発な最近の農産物流通の世界では、大変魅力的である。第二の機能は「かけつなぎ」で、当業者(現物商品の生産や売買に携わっている)の将来に発生する恐れがあるリスクを管理、コントロールすることができる。現物商品を仕入れた当業者が、近い将来にそれを加工して売りたい場合に、先物市場の相場の流れのなかで、その商品を自分の希望する価格で売る約束をすることができる。第三の機能としては、価格平準化で、オープンな市場でガラス張りの取引なので、関係者が価格情報を完全に共有でき、強気筋・弱気筋が同時に働き、価格が次第に平準化する。農政の議論に新たな論点を提示するものとして、第一、第二の機能を活用して農産物の価格政策を見直すことができ、野菜の価格決定にあたって先物市場の活用の可能性を探ってみることは有効であると思われる。本論文では、指定野菜の重要な品目であり、取り扱い業者も多く、かつ輸入品の競合についてもその他の野菜よりも長い経験をもっている「たまねぎ」を取り上げた。

In this study, we analyze the role of small hydropower in solving the problems in rural areas from the environmental, economic, and social points of view. The research was conducted in Itoshiro village and Yoshino town, where the residents are involved with introducing small hydropower. The development of small hydropower leads to carbon dioxide reduction and also affects the productive diversification and economic circulation in each area. In order to enhance community participation in small hydropower projects, which is necessary to solve the problems in each area, the interrelationship between the local community and actors outside the region is important.

Much emphasis is now being given to research and development of plant factories which daily produce a large volume of high-quality vegetables under artificially controlled environments. One of the important issues to be considered for the management and the daily operations of the plant factories is to find a set of suitable customers and/or markets to which the daily produced vegetables are sold and delivered. The current wholesale markets of the vegetables are not suitable for trading the high-quality vegetables produced by the plant factories, therefore, a new market is required to sell and to buy the products made by the plant factories. A new trading market system is proposed, to sell and to buy the lettuces supplied by the plant factories, based on the stock exchange mechanisms, in this paper. An estimation method of yield rate is also proposed to generate a suitable volume of sales for the plant factories. Some case studies have been carried out to verify the effectiveness of the proposed trading market.
