We retrieved accident phenomena occurring at luminaires that end their lifetime from accident information published by the National Institute of Technology and Evaluation (NITE). We found out that main causes of such phenomena including deteriorated winding wires in a magnetic ballast, a power factor correction capacitor, an electrolytic capacitor in an electronic ballast, and a soldered joint. This article describes the mechanism how luminaires end their lifetime, and different phenomena observed at the end of their lifetime. It also makes discussions about the safety, and concludes that the risk of smoke- or fire-generating accidents, caused by aged luminaires, can be reduced by replacing the luminaire using a magnetic ballast to the luminaire using an electronic ballast.

An intercomparison of relative spectral responsivity measurements of illuminance meters was carried out among five companies-TOPCON, HIOKI, Minolta Co., Ltd., Yokogawa M&C Corp.and Matushita Electric Industrial Co., Ltd. The spectral responsivity of the illuminance meters were measured by each company's spectral responsivity measurement system calibrated to each company's standard. As a result, the measured values of f_s(f_s is error definition of relative spectral responsivity recommended by Japanese Industrial Standard JIS-C-1609)were different within 1.7. The f_s is identical with f_1' recommended by CIE.

Artificial optics for plants has recently been developed and used in Japanese factories, where light emitting diodes (LED) maintained by conventional fluorescent lamps are used to advance plant production. This report introduces; (1) the use of LED lighting as a light source for plant growth, as well as (2) the photosynthesis that occurs in these factories, (3) the difference between fluorescent tube-type LED lighting and fluorescent lamps as illuminators, (4) the implementation of fluorescent tube-type LED lighting in plant factories, (5) the development of techniques for effectively using this lighting, and (6) how the practice can reduce costs.

Spectral diffuse reflectance and radiance factors of pressed polytetrafluoroethylene (PTFE) powder produced in Japan have been measured with variation of density, thickness, surface roughness, wavelength and ageing effects of the pressed powder. The 0°/d spectral diffuse reflectance was measured over 250 to 2500nm region. The radiance factors were measured at 0°and 45°incidence and at-80°to 80°viewing angles, on wavelength of 400nm, 550nm, 700nm, using an absolute goniophotometer. It has been found that, although slight ageing effects and weak fluorescence in UV region are recognized, the newly pressed powder has high reproducibility on diffuse reflectance and radiance factors under a certain range of pressing condition, and that the pressed powder will be useful for the radiance factor's standards as well as the diffuse reflectance standards.

The main purpose of coloring an object is to add information and to draw attention to it. However, the visibility of the visual object must not be spoiled by taking these effects too seriously. Explaining the influence of color on the visibility of an object is thought to be useful in showing the effect of coloring except for the visibility after securing the visibility. Our final goal is to establish a visual environment design based on the visibility of a chromatic object. We explain the influence on the visibility of the color quantitatively. The results of a subjective evaluation experiment are shown. The experiment has various conditions systematized by color difference (lightness, chroma, and hue under the CIELAB color system). The readability of chromatic documents was understood by focusing on the color difference as an index that quantitatively shows the degree of influence of the color on visibility. The relationship between the color difference and the equivalent luminance contrast described to discuss the influence of the color is shown.

The characteristics of human visual sense change widely according to the ambient environment. This study is aimed at measuring, on quantitative terms, the visibility of colored light in dense fog. Visibility was measured with four subjects, each with a normal color vision, using colored Landolt rings. As a result, it was found that in dense fog, the visibility of yellow color was at the highest level, and that of blue color at the lowest level : and the visibility decreased even with a larger particle diameter.
