For the measurement of the extinction coefficient of light through the atmosphere, the layout of instruments on a large scale is usually needed. Methods to estimate the extinction coefficient σ or σλ by measurements with simple portable instruments and computations are studied.In the first method, targets shown in Fig. 3 are used and σ is estimated from the reduction of contrast and the known values of contrast threshold.In the second method a is obtained from the visual range of large dark objects.In the third method σ is estimated from the change of apparent luminance of natural objects with distance. The spectral extinction coefficient σλ is computed by equations (11) from the change of apparent colors, where σλ is assumed to be σo (λo/λ) n. Thereby electronic computation is applied and the solution is obtained graphically.Though high accuracy is not expected from these methods, a large number of data are easily obtained because of experimental simplicity and they can be applied to the discussion of visibility for the traffic safety.

This paper treats luminous color control methods in pulsed arc discharges of Ne-Hg lamps. Luminous color is widely controlled from red color of Ne to blue color of Hg by changing the waveform of discharge current. Synthesized waveforms are favorable to make the glow to arc transition sure and to get good performance of color change of the high luminance positive column.

A physiological intensity transform function, y=Xn/ (Xn+Sn); (sigmoidal function) was introduced by examining the stimulus-response relationship in the retinal neural-cell to lightness scale.The responses of the photoreceptor and horizontal cell show that the light intensity is transformed to be nonlinear. Their transform function is the sigmoidal one, which fits to the psychological functions at low light level of the power function and at middle level of the logarithmic one.This function also explained the characteristics of Weber's ratio as a function of light intensity by adopting the effectof light adaptation, and simulated the Munsell gray scale as well as the CIE lightness function.

Today we live in a highly technological and car-oriented society. Car access has achieved noticeable developments and grown on a worldwide level. Along with the social benefits of the automobile, it is a widely known fact that major accidents and loss of life are occurring at increasing rates in almost every society today.This paper describes the effect of using a mobile phone on a driver's reaction time was evaluated experimentally by measuring the movement of the driver's eye-fixation point and his reaction time when a stimulus light was shines on his face from inside or outside the car.The results showed that using a mobile phone while driving (1) reduces the movement of the eye-fixation point to both the right and to the left, thus narrowing the range of the fixation point, and (2) delayed the reaction time by about 0.2 seconds. It also proposed the desirable position of setting up a visual display.

The performance of a near-infrared (NIR) spectrometer that evaluates fatty acid composition in samples depends on the NIR spectroscopic features of the samples. When you develop a NIR instrument, you have to be aware how the NIR spectra of the samples behave. In some cases, you don't need a high SN ratio or high stability. In other cases, no matter how stable the system is, you can't get meaningful data. It is wasteful to develop a highly stable instrument in this case. You should research the NIR characteristics of the samples before starting designing to avoid waste and to get a proper design. We examined the pork fat spectra before starting designing and were able to get satisfactory result. The process and aspects of measuring fatty acid composition by NIR spectroscopy are described.
