The purpose of this study is to discuss the validity of junior high school districts as the basis for setting official senior care service areas. The results of a survey of one hundred and seventy-five (175) senior people show that the actual living spheres of elderly people match, on average, two or three elementary school districts and that local organizations take responsibility in these elementary school districts. Therefore, it can be argued that junior high school districts are meaningful as the standard for official care service area settings, because they are group units of a few elementary school districts.

The purpose of this paper is to clarify changes within an area along Old Sanyo Street in Saijo, in terms of the usage of the closed shop-houses and the sites and buildings established for Japanese brewing companies. Literature documentation, a measuring survey, and interviews were conducted. The findings are as follows. The area flourished as a place for rest and relaxation in the Edo era. However, now it is inactive because the number of shops has decreased and some sites were converted into parking lots in the late 20th century. Activity along the street has fallen considerably, because the closed shop-houses have been used only for storage or have become vacant, while the living areas are located at the back. The Japanese brewing companies were established in the early 20th century, yet moved to enlarged sites nearby and out of the area. They converted surplus spaces along the street for public use. After that, a touring network of public spaces inside the companies'sites along the street was established. These changes shifted the active area of Old Sanyo Street from the street itself to the insides of the companies'sites.

This study classifies municipalities according to the demography of the population aged 75 and over, and identifies the years in which the population aged 75 and over peaks in each municipality. We classified the population dynamics of the 75 years old and over in municipalities into ten types and showed them on a national map. We found that 14.45% of the target municipalities have already reached their peak, and that 40.31% of them will reach their peaks in 2030. This means that around 2030 is the period of maximum demand for senior care facilities in Japan.

日本の少子高齢化は世界に類を見ない速度で進展しており,我が国の医療費は増加の一途をたどっている.このような状況が続けば,日本の医療保険制度の維持ができなくなる.また,日本では生活習慣病の急増を受け,「第4次国民健康づくり対策」が策定されている.現在,高血圧症や糖尿病といった生活習慣病が増加しており,そのような生活習慣病を早期発見する機会である特定健康診査受診率が伸び悩んでいることが課題となっている.そこで,本研究では,国保データベース(KDB)を用いて,まず,生活習慣病と健診回数の関係を示し,健診の効果を示唆する.また,生活環境との関連を調べるため,地域の現況や特性を考慮した分析を行い,健康課題・健診率の地域差を明らかにし,地域別の健康課題や健康な地域の特性について把握する.

東北地方太平洋沖地震において,高齢者や障がい者の被害も甚大であったことから,避難行動要支援者の名簿作成が各自治体に義務付けられた.一方,熊本地震において,庁舎の被災等により,名簿が活用できない事例が発生し,平時より避難行動要支援者の精緻な支援計画策定が重要視されている.本研究ではArc GISのNetwork Analystツールの到達圏解析を用い,道路ネットワークを考慮し,避難行動要支援者の避難施設へ到達可能性の検証を行った.本研究では,我が国における超高齢化に伴い,人数が莫大に増加している後期高齢者に着目し,中でも特に避難にケアを必要とする自宅に居住する要介護認定者を分析対象者とした.到達圏解析の結果,要介護認定者の避難時の実態と何人の要支援者が避難所まで到達できない可能性を持つのか,詳細な把握を行うことが可能となった.

This study develops a location optimization planning framework for elder care facilities in a local city. Using a target ratio of facility supply, it is relatively easy to estimate the number of target facilities during maximum demand. A spatial perspective is added for locating new facilities and allocation of the care requiring seniors into facilities that incorporate GIS-based concentration of urban functions and daily life orientation of the elderly. This suggests that it should be possible to construct an efficient nearly optimal service supply system by locating and allocating facilities that accurately reflect spheres of daily life of the elderly. By performing similar estimates in 2040 when the elderly population is smaller, we are able to estimate facilities that can be decommissioned and/or torn down. Shortcomings attributed to estimation errors, limited assumption conditions, prioritization in locating new care facilities, and other biases in locating of current facilities are also pointed out.
