This article postulates that Myanmar’s long-discarded ethnic minority group, the Rohingya people in Rakhine State, has a multifaceted characteristic—refugees, internally displaced persons, and stateless people. They have one common theme—the most persecuted minority in the world. This paper investigates their plight from its origins in the nineteenth century up to now and argues that ASEAN needs to consider on the applicability of the Responsibility to Protect (R2P) norm to eradicate their plight. Interference, however, would be an unorthodox diplomatic move that violates ASEAN’s long-guarded non-interference principle.The justifications for interference are three-fold: the Rohingyas are “stateless” people with no governmental protection for their right to life; they fall victim to the inter-communal violence that was invoked by nationalistic Buddhist movements; and their evacuation from the deteriorating human rights conditions on the ground puts their life into jeopardy at sea, and they are subject to human trafficking at a later stage.The United Nations World Summit Outcome Document stipulated the R2P norm in 2005. ASEAN member states verbally accepted this norm’s emergence in the first instance, but are at odds with its introduction into regional politics. To examine the theoretical and policy application of it, we do not take this norm’s localization in Southeast Asia for granted.This piece categorizes three types of arguments over the R2P and its localization within the ASEAN area when we examine the Rohingya issues in Myanmar and beyond. First, there are “accommodationsit” that say that the state sovereignty can be reconciled with humanitarian needs and imperative situations faced with the Rohingya’s plight. “Incrementalist” contend that ASEAN has endeavored to create a caring society for its people by establishing new institutions to promote and protect human rights and fundamental values. The ASEAN Intergovernmental Commission on Human Rights, as an overarching institution of the kind, is a case in point. Despite some institutional deficiencies, it has at least a “tongue”—promoting and protecting ASEAN people’s fundamental rights as encapsulated in the ASEAN Human Rights Declaration(2012). Incrementalist can view these existing legal frameworks, humanitarian and human rights instruments, to which the ASEAN member states have acceded, as the window of opportunity for a possible localization of R2P in the region. Finally, “Scepticist” regard the R2P’s localization as premature, since the ardent advocacy for the norm comes from external regional non-state actors. This makes the scepticist doubt that decision-makers in ASEAN really take the norm seriously.In light of the events surrounding the Rohingyas from 2012 onwards, these three claims have been examined. The incrementalist view on R2P, supported by various ASEAN documents, seems to have gained ground. The ASEAN foreign ministers’ retreat meeting on December 2016 paved the way for ASEAN’s pragmatic application of R2P principle, without embarrassing Myanmar by directly alluding to the R2P. This article concludes that the gap between the non-interference principle and the humanitarian norm appears to be narrowing in the case of Myanmar’s Rohingya issues.

北尾重政画の花鳥絵本。色摺り。半紙本6巻合1冊。初編3冊。文化2年(1805)正月、原板西村宗七、書林大阪・柏原屋清右衛門、江戸・岡田屋嘉七、同和泉屋市兵衛梓。二編3冊。文政10年(1827)孟春(書肆名削除)。料紙は奉書紙。絵師署名に「北尾紅翠斎模」とあり、初編の月所外史の序に「頃模写乎所其楽作一帖名曰花鳥真図」とあるように、模写を基本とした絵本で、狩野派などの花鳥画巻や舶載、和刻の画譜類を手本にしたと考えられる。『詩経』に所出の鳥や草木を中心に据え、「柀に文鳥」「戎葵に白頭翁」「菫菜 砕米菜 雲雀」(初編)など、漢名と和名両方を挙げながら、草花と鳥類をバランスよく描出する。彫りは精密であり、凡例に「画都て色を設されは一々真に迫ることあたはす」と、当初は墨摺りによる板行を想定していたが、急遽、極彩色の色摺りが出された。通常の板摺に拭きぼかし、没骨、合羽摺りなどの技法を併用し、多様な彩色を施す。当該本の初編の摺りはとくに佳良。(鈴木淳)

北尾重政画。歌舞伎風俗絵本。半紙本3巻合1冊。明和8年(1771)正月、江戸芝切通・中村小兵衛、中村忠治刊。墨摺り筆彩。蔵書印「談洲楼燕枝」他。現状は上下2巻本のような外観を呈するが、丁付によれば、下冊は中・下巻の合綴であると判断される。莫逆新泉陳人の序に「武江は霜月時を違へす、旭に向ふ三番叟絶すとふたりの大入、其繁昌を北尾氏の画に写し、三家栄種と題し」云々とある通り、江戸の歌舞伎の繁栄ぶりを描いたもの。上巻は、題名の「三家」に当たる中村座、市村座、森田座の起源を中心に扱い、中巻は顔見世の様子を花道、鶉桟敷、下座、切落客、桟敷客、仕切り場など、下巻は見物の貴賤、三階(楽屋)、役者、乗り込み、表がかりなどで、随所に油、煎餅、そば切りの見世の店頭図を挿入する。原題簽の角書きに「劇場風俗」とあるように、当時の歌舞伎を取り巻く風俗、実態を様々な角度から照射する。同趣の題材を扱った絵本、絵入り本に勝川春章の安永9年(1780)刊『役者夏の富士』、歌川豊国の享和元年(1801)刊『俳優画図三階興』などがあるが、それらの魁ともいうべきもの。伝本極稀。(鈴木淳)

ヒト顎二腹筋の前腹と後腹を結ぶ中間腱の詳細な形態を検討するためにその形状, 支持組織, 滑液包様構造, 角度, 舌骨からの距離などの観察を行った.前腹側の腱膜形態と中間腱の支持形態をそれぞれ4型に分け, 顎二腹筋の中間腱部分の形状と舌骨との関係についての形態計測学的な評価を行い, 滑液包様構造物が加齢に伴なって増加することを見出した.顎二腹筋の中間腱部分についての教科書の記述は加齢変化を含めて修正の必要がある.

勝川春章及び北尾重政画の養蚕図集。1巻。天明6年(1786)正月、江戸前川六左衛門刊。特大本1冊。天明6年春、東台岳北鄒田夫の序を添え、本絵本の制作意図が、養蚕に携わる農村の婦人たちの「千辛万苦」を知らせることにあるとする。特大本の奉書摺り。絵本としては珍しく匡郭がない。絵は、蚕を養い、生糸を繰り取り、ちりめんなどの反物に仕上げるまでを描いたもの。すべて半丁図、計12図から成る。くすんだ緑や朱等を用いた地味な色遣いである。各図の上部に雲形の余白を設け、見出し「かゐこやしなひ草第一(~十二)」及び説明を加える。また、絵師署名「勝川春章画」「北尾重政画」も各図に見える。両者6図ずつ担当。一枚摺り錦絵の組物として鑑賞することも可能な作りである。(鈴木淳)

Objective: There have been many previous reports about the relationships between jaw deformity and articulation disorders, but most of such studies were conducted in cases with mandibular prognathism. In contrast, well-defined studies have not been conducted to date in patients with retrognathia although it is considered that such patients have articulation disorders because of the relationship with tegmentum in the anterior tooth area and association with abnormality of the perioral muscles. We previously reported on the effects of orthognathic surgery on vowel sounds in patients with retrognathia. The purpose of this study was to investigate the influence of orthognathic surgery on poor articulation of Japanese consonants in cases with retrognathia. Materials and Methods: The eight consonant sounds [ka], [ki], [sa], [ɕi], [ta], [tɕi], [pa], [pi] were recorded as speech samples. The investigation was carried out in 11 Japanese female patients with mandibular retrognathia requiring surgery for jaw deformity and malocclusion both at the preoperative and postoperative stages of 3 and 6 months. These subjects were compared with 10 healthy controls. The duration of the consonant sound and the sound pressure level were analyzed. Results: The duration of the consonant sounds [ka], [ki], [ɕi] and [tɕi] was significantly longer in patients with mandibular retrognathia compared with the controls. The duration of the consonant sounds except [pa] and [pi] after the operation was generally shorter than before the operation. Especially, significant shortening was observed in [ki] in the comparison between before and 6 months after the operation. The sound pressure level for [ki] and [tɕi] was significantly smaller. No significant differences were found in the sound pressure level of the consonant sounds between before and after the operation, but the level was getting larger by 6 months after the operation. Conclusion: In patients with mandibular retrognathia, the duration of consonants was extended especially in the alveolar fricative sound, velar plosive, and alveolar affricate; furthermore, the sound pressure level was low. However, the articulation disorders tended to be reduced at 6 months after orthognathic surgery by correcting the occlusion and jaw position.

北尾重政の武者絵本。天明7年(1787)春序、蔦屋重三郎刊、大本1冊。蔦重の新刊書の中でも、重政の武者絵が人気があったことは、飯盛の序に、「此武者鞋の二冊をもて草子の地場をふみかため」云々とあることによって窺える。内容は、「鞍馬天狗」、「巴」(巴御前)、「鵺」(源三位頼政)、「屋島」(那須余市)、「曾我兄弟」、「羅生門」(渡辺綱)、「敦盛」、「橋弁慶」、「怪童丸」(金太郎)、その他、謡曲、浄瑠璃などに取材したお馴染みの武者を収める。武者絵は、幅広いジャンルに力量を示した重政が分けても得意とした分野で、力強い線描と表情の明快さを特徴とし、賦彩は、板彩に他の手法も併用している。上方の下り絵本の停滞期に現出した、江戸の子供向け武者絵本の代表的な一作といえる。(鈴木淳)
